To implement this policy, Nghia Dan has developed a project to reorganize commune-level administrative units for the period 2023 - 2025, including merging Nghia Phu commune into Nghia Tho commune; merging Nghia Hieu and Nghia Thinh communes into Nghia Hung commune.

Pursuant to the provisions of Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the period of 2023 - 2030, Nghia Phu commune has a natural area and population size below 70% of the standard, so it must be merged with Nghia Tho commune (adjacent administrative unit) with a natural area of ​​46.16% and a population size of 284.24% compared to the standard; Nghia Hieu commune has a natural area and population size below 70% compared to the standard, Nghia Thinh commune has a natural area below 20% and a population size below 300% compared to the standard, so it must be merged with Nghia Hung commune (adjacent administrative unit) with a natural area of ​​34.66% and a population of 139.24% compared to the standard.

After the arrangement of Nghia Phu commune merged into Nghia Tho commune, the expected name of the new administrative unit is Nghia Tho commune; Nghia Hieu commune merged into Nghia Thinh commune into Nghia Hung commune, the expected name of the new administrative unit is Nghia Hung commune.
