Resolution contributing to improving population quality in the new situation

In recent times, Quang Tri province has actively and synchronously deployed many solutions to implement Resolution No. 45/2020/NQ-HDND, dated July 23, 2020 of the Provincial People's Council on population and development work for the period 2021-2025 and vision to 2030. Thanks to that, local population activities continue to be maintained and the province's support policies basically meet the requirements of population work tasks in the new situation.

Immediately after Resolution No. 45/2020/NQ-HDND was issued, the Department of Health advised the Provincial People's Committee to issue a plan to implement the resolution, Vietnam's Population Strategy to 2030 and programs and projects on population work in the new situation according to the Government 's decisions.

Include population and development goals and targets in the local annual socio-economic development targets. Direct the district health center to coordinate with sectors, unions and People's Committees of communes, wards and towns to synchronously organize and implement population activities in all areas of scale, structure and improve population quality.

On that basis, districts, towns and cities have issued plans to implement the resolution locally. The health and population sector has promoted the dissemination of Resolution 45/2020/NQ-HDND in many forms such as: coordinating with the Provincial Party Committee's Propaganda Department to organize a conference for reporters to provide guidelines and policies of the Party and State; local population and development policies for reporters at the provincial and district levels.

Organize training to disseminate and thoroughly understand the objectives and support policies of the resolution and methods of planning, developing objectives, targets and solutions to organize the implementation of the resolution in accordance with the current situation of local population work for provincial population officials, district and commune population officials and population collaborators of villages, hamlets and residential clusters.

Proactively integrate the contents of the resolution into specialized conferences to provide information on programs and projects on population work in the new situation for the steering committees on population work and development at district and commune levels; Party cell secretaries, village and residential area executive committees, and sectors and unions in villages and residential areas.

After more than 4 years of implementing Resolution No. 45/2020/NQ-HDND of the Provincial People's Council, it has had a positive impact on population and development work in the province and achieved remarkable results. Many population and family planning indicators in the province have met and exceeded the plan, such as: the total fertility rate decreased from 2.43 children in 2020 to 2.31 children in 2024.

The crude birth rate will decrease from 13.84%o in 2020 to 12.83%o in 2024. The birth rate of the third child or more will decrease from 23.2% in 2020 to 21.5% in 2024. The rate of couples using contraceptives will increase from 67.4% in 2020 to 74.1% in 2024. The natural population growth rate will stabilize at below 0.9%.

The sex ratio at birth decreases from 112 boys/100 girls in 2020 to 110.4 boys/100 girls in 2024. The proportion of pregnant mothers screened increases from 25.5% in 2020 to 50.6% in 2024. The proportion of newborns screened increases from 13.7% in 2020 to 52.8% in 2024.

In addition, the proportion of young men and women receiving pre-marital health consultation and examination, and the elderly (aged 60 and over) receiving periodic health examinations at least once a year have all increased. Thanks to the support policy of Resolution No. 45/2020/NQ-HDND, the population collaborator team has fluctuated less compared to the period 2016 - 2020 and basically meets the requirements and tasks of population work in the new situation.

Thanks to the support from the resolution, many community communication intervention models continue to be maintained, replicated and improved in the quality of programs and models such as: counseling model, providing population services - family planning for youth and adolescents; improving population quality for ethnic minorities and reducing early marriage and consanguineous marriage; villages and neighborhoods with no one giving birth to a third child or more; "Elderly people helping the elderly" club; improving population quality for ethnic minorities in 31 communes in ethnic minority areas in Gio Linh, Vinh Linh, Dakrong and Huong Hoa districts...

In particular, from 2021 to now, nearly 100 villages and neighborhoods have organized the launching of the model; 3 villages and neighborhoods have maintained it for 3 consecutive years and 1 village has maintained it for 5 consecutive years without having a third or more child and have been commended by the Provincial People's Committee. From the Provincial People's Committee's budget, the villages and neighborhoods have repaired welfare and public works and purchased equipment to serve the community according to regulations.

The policy of supporting the cost of population and family planning services in a timely manner should be proactively maintained by the locality, creating favorable conditions for the poor, especially ethnic minorities, to conveniently access family planning services, contributing significantly to the process of achieving the local birth reduction goal.

With the remarkable results of the province's population and development work in recent times, Resolution 45/2020/NQ-HDND brings people fairness in being provided with services to improve the quality of population, in accordance with the aspirations of the people, especially the poor, near-poor, and social protection households. Thereby, contributing to the effective implementation of population - family planning indicators, promoting socio-economic development in the locality.
