Promote the role of the leader
During working sessions with the grassroots, Standing Deputy Secretary of the City Party Committee Pham Duc Tien repeatedly emphasized: Streamlining the apparatus is not simply about organizational arrangement, but more deeply, it is to create conditions to maximize potential and strengths, in order to promote rapid and sustainable socio -economic development.
Standing Deputy Secretary of the City Party Committee Pham Duc Tien said that the new apparatus needs to be operated effectively and efficiently to best serve the people and businesses. However, in the initial stage, it is inevitable that there will be difficulties in terms of structure, personnel, task decentralization, etc. Therefore, the requirement is that each cadre and party member, especially leaders at all levels, must clearly demonstrate political mettle, a spirit of dedication, and be exemplary in action, from leadership thinking, innovative management methods to standards of public service ethics.
On July 25, 2025, Conclusion No. 179-KL/TW of the Politburo once again clearly affirmed the role of the leader in directly directing and resolving shortcomings at the grassroots level. The review of obstacles and timely removal of barriers in land, investment, construction licensing, tax, administrative procedures, etc. cannot be delayed. The leader must be the one responsible, not shirking, not avoiding, not allowing congestion.
Along with that is the requirement to have a streamlined but smooth-running organization; assigning the right people to the right jobs; maximizing coordination between departments and lower-level authorities. All of this can only be achieved when leaders know how to listen, know how to prioritize important tasks, and know how to create an effective and decisive working culture.
From determination to set an example to concrete action
The spirit of setting an example, daring to think, daring to do does not stop at the general orientation but is gradually transforming into specific actions in each locality, each Party Committee in the whole Hue City. At the Party Congresses of wards and communes for the 2025 - 2030 term, that spirit is placed at the center of the goals, key programs and development breakthroughs.
In Thuan Hoa ward, the Party Committee has set out 9 development targets, 5 key programs and 5 breakthroughs for the new term 2025 - 2030. The ward Party Committee Secretary, Mr. Nguyen Dinh Bach shared: “To create a strong change, first of all, cadres must innovate their thinking, raise their level of action, dare to think big, do big and be creative. That requires each cadre and party member to be truly dedicated, have aspirations and a sense of responsibility; in which, the leader must be exemplary and dare to take responsibility for all results”.
Similarly, Huong Tra ward also set specific goals such as, average budget revenue growth of 12 - 15%/year, average income per capita reaching 140 - 150 million VND/year by 2030, striving to have no more poor households by 2030... To achieve these goals, the ward Party Secretary, Mr. Nguyen Duy Hung, determined: "It is necessary to build a team of cadres and party members with clear ethics, prestige, and capacity, in which the exemplary role of the leader is key. Along with that, it is necessary to focus on training and fostering cadres with vision, management capacity, and transparent and objective assessment, planning, and appointment".
New thinking on organizational structure is also being flexibly applied. Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Nguyen Van Phuong, when attending the 1st Congress of the Thuan Hoa Ward Party Committee, term 2025 - 2030 (August 2), affirmed his expectations for a generation of young cadres who are well-trained, have strategic thinking, and meet the tasks in the new period. The selection of cadres is not only based on experience but also must focus on courage, innovation, responsibility and work efficiency.
“In the context of Hue gradually affirming its role as a unique heritage city and moving towards becoming a centrally-governed city, the spirit of “setting an example - daring to think - daring to do” is no longer a slogan, but needs to become a standard of action for the entire political system. From the city level to the commune level, from leaders to professional staff, everyone must have a proactive mindset, dare to take responsibility, be creative in their approach, and be decisive in their actions,” the Chairman of the Hue City People’s Committee wished.
In the 2025 - 2030 term, with many new requirements for infrastructure development, digital economy, green transformation, smart urban governance, etc., the CQDP2C model in Hue City will face many pressures, but if the leadership and management team clearly demonstrate their mettle and spirit of setting an example in innovation, acting for the common good, and not being afraid of collision, they will certainly create breakthroughs in all fields.
