On the afternoon of October 15, the Provincial Party Committee's Internal Affairs Committee held a workshop on "Current situation and solutions to improve the effectiveness of identifying, detecting and handling acts of harassment and negativity (petty corruption) in handling work for people, organizations and businesses by cadres, civil servants and public employees in the province".

The workshop was attended by leaders of the Provincial Party Committee's Propaganda Department, the Provincial Fatherland Front Committee; leaders of a number of departments, branches, districts, towns and cities in the province, and related units. In his opening speech at the workshop, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Ngoc Tien affirmed that in recent times, the Party has paid great attention to and focused on the work of preventing and combating corruption and negativity (PCTNTC). In Thanh Hoa, the Standing Committee of the Provincial Party Committee always considers this an important and regular political task, closely linked to the work of building a clean and strong Party and State apparatus and political system. Solutions to prevent TNTC have been implemented synchronously; the work of combating, detecting and handling TNTC has had clear changes, receiving public support and consensus from the people, and being highly appreciated by the Central Government.

The Head of the Provincial Party Committee's Internal Affairs Committee added that, in addition to the achieved results, the work of anti-corruption still has many shortcomings and limitations. The results of anti-corruption work have not yet reflected the actual situation. Many localities and sectors have public opinions about anti-corruption, especially the harassment and negativity (petty corruption) in handling work in the public service sector still occur, causing frustration for people and businesses, affecting the investment and business environment, reducing people and businesses' trust in the Party and State apparatus.
“The above situation has raised the need to clearly identify the acts of harassment and negativity that cause trouble in solving work; establish tools and measures to combat and detect acts of harassment and negativity; have strict handling measures to create deterrence, prevention, and build a clean and strong Party and State apparatus and political system to meet the development requirements of the province,” emphasized comrade Nguyen Ngoc Tien.
From the above reasons, the Provincial Party Committee's Internal Affairs Committee - the Standing Agency of the Provincial Steering Committee for Anti-Corruption and Negativity has advised on the development of a Project to Identify, detect and handle acts of harassment and negativity (petty corruption) in handling work for people and business organizations of cadres, civil servants and public employees in Thanh Hoa province.
The above situation has raised the need to clearly identify the acts of harassment and negativity that cause trouble in solving work; establish tools and measures to combat and detect acts of harassment and negativity; have strict handling measures to create deterrence, prevention, and build a clean and strong Party and State apparatus and political system to meet the development requirements of the province.

In that spirit, Comrade Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Committee, hopes that the delegates participating in the workshop will focus on discussing and clarifying three contents. First, the urgency of the Project on Identifying, detecting and handling acts of harassment and negativity (petty corruption) in handling work for people and business organizations of cadres, civil servants and public employees in Thanh Hoa province. Second, unifying the concept of petty corruption when the phrase "petty corruption" is not currently in the State's legal documents but only in the Party's directive documents and the Conclusions, speeches, talks and directives of Party and State leaders. Third, pointing out the petty corruption that is currently widespread in handling work, especially in handling administrative procedures of cadres, civil servants and public employees in the State administrative agencies of the province.

At the workshop, delegates expressed many enthusiastic and multi-dimensional opinions, clarifying the current situation and petty corruption in the public service sector, causing frustration among people and businesses, especially in sensitive areas: state management of land, finance - budget, basic construction investment, handling administrative procedures for granting land use right certificates, land allocation, land lease... Thereby affirming the urgency of issuing the Project to Identify, detect and handle harassment and negative behavior (petty corruption) in handling work for people and business organizations of cadres, civil servants and public employees in Thanh Hoa province.

Delegates also analyzed and clarified both the objective and subjective causes of this behavior. Through that, the workshop provided a multi-dimensional picture of the current situation of petty corruption in the province.

From there, the delegates recommended that the Provincial Party Committee continue to pay attention to leadership and direct the implementation of a number of solutions to improve the effectiveness of detecting and handling petty corruption, thereby consolidating and strengthening people's trust in the comprehensive leadership of the Party.
Leaders of Thanh Hoa City Party Committee shared some solutions that have been implemented to prevent, detect and handle petty corruption.
Specifically, it is necessary to develop a prevention mechanism, build a culture of integrity in the performance of public duties by officials, civil servants, and public employees; strengthen legal education and propaganda; strengthen regular and unscheduled inspections and checks; transfer the positions of officials and civil servants in sensitive areas; implement publicity and transparency in handling administrative procedures; review and evaluate administrative procedures to recommend competent authorities to abolish, amend, or supplement them. At the same time, strictly handle individuals who violate or delay in handling procedures for people and businesses...

In addition, delegates also shared many effective ways of working in their departments, agencies and units. They focused on the work of publicizing and making administrative procedures transparent; changing the working positions of cadres, civil servants and public employees; promoting the supervisory role of the Vietnam Fatherland Front and socio-political organizations; regularly holding dialogues to listen to people's opinions...
At the workshop, many delegates agreed on a number of acts of harassment and negativity in handling work for people, organizations, and businesses by officials, civil servants, and public employees, such as: Presiding over or advising on the issuance of documents contrary to the Party's policies and regulations, the State's policies and laws, or issuing documents with loopholes that are exploited, causing damage to the State, organizations and individuals. Intentionally causing difficulties and harassment to extort or demand other material or non-material benefits from businesses, organizations and people. Receiving documents superficially, without providing detailed instructions or explanations to organizations and individuals, then requesting additional documents. Prolonging the time to resolve work in violation of regulations or arbitrarily requesting additional documents and papers outside of regulations.
