On the morning of December 17, the leader of the Department of Education and Training of Tu Nghia district (Quang Ngai) said that he had sent a document reporting the beating of Lam Gia Kh. (14 years old, 9th grade student, La Ha Town Secondary School) to La Ha Town Police for investigation and handling.
According to Mr. Lam Van Luong (residing in Group 2, La Ha town - father of the beaten student), at around 11:30 on December 8, his son Lam Gia Kh. had just ridden his bicycle about 800m out of the school gate when Mr. Phan Thuong My approached from behind, threatened and beat him.
According to images extracted from a citizen's camera, Mr. My and Kh. stopped to talk for about 30 seconds. Then Mr. My rushed in to beat Kh., and when Kh. resisted, Mr. My used his fists, elbows, and knees to hit Kh. in vulnerable areas of his body.
After beating him, Mr. My left. Kh. sat down on the road, then stood up a moment later. Local people who knew about the incident came to visit and help contact the family to take Kh. to Tu Nghia District Medical Center for treatment.

Mr. Lam Van Luong said that when he arrived at Tu Nghia District Medical Center, his son was vomiting and had a nosebleed. Seeing that his condition was getting worse, the doctors transferred him to Quang Ngai General Hospital.
According to the medical records of Quang Ngai General Hospital, the male student suffered from severe pain and swelling in his head and face, and abrasions on both shoulders due to being beaten and vomiting. After taking an X-ray, the doctor diagnosed Kh. with intracranial injury and transferred him to the Department of Neurosurgery for treatment.
" In addition to the above injuries, my child also had a broken tooth and jaw pain. He had to stay in the hospital for 4 days. The doctor has not yet discharged him, but because the first semester exam is coming up, I asked the doctors to let him go home to study for the exam and continue treatment at home, " said Mr. Luong.
According to Mr. Luong, before Mr. My stopped and beat Kh., his son and Mr. My's son were in the same class. While playing, the two children had a conflict, but did not fight with each other. For unknown reasons, Mr. My did not report the incident to the school but stopped and beat Kh.
After the incident, Mr. Luong filed a complaint against Mr. My with La Ha town police.
The leader of Tu Nghia District Police confirmed that he had invited Mr. Phan Thuong My to take his statement, and at the same time requested an assessment of Kh.'s injury rate, and investigated and handled the case according to regulations.
