On the afternoon of May 4, Secretary General of the National Assembly Le Quang Tung chaired a press conference to inform about the expected program of the 9th Session of the 15th National Assembly.

Has been raised many terms ago

At the press conference, answering questions related to the consideration of submitting to the National Assembly the proposal to shorten the term of the 15th National Assembly and People's Council delegates for the 2021-2026 term, Ms. Nguyen Phuong Thuy - Vice Chairman of the Law and Justice Committee - said that this content has been initially commented on by the National Assembly Standing Committee.

According to Ms. Thuy, shortening the term of the 15th National Assembly is to meet practical requirements and this has been raised many times in previous terms.

The Vice Chairman of the Law and Justice Committee explained that the National Party Congress usually takes place in January and the National Assembly election is held on May 19. With about 4 months to conduct the election and complete the high-ranking personnel of the Party and State, such a period of time is quite long.

In order to implement the requirements on the arrangement of the apparatus, perfecting the organization and personnel of agencies, the National Assembly Standing Committee has considered and agreed on the policy of reporting to the National Assembly for consideration and shortening by 3 months the term of the 15th National Assembly and People's Council deputies at all levels from 2021 to 2026, so that the next National Assembly term will be conducted as close as possible to the time of the National Party Congress.

"This will create better conditions for perfecting and organizing the apparatus of Party and State agencies," Ms. Thuy stated.

With that spirit, the Law on Election of National Assembly and People's Council Deputies will be studied and amended in the direction of simplifying the stages and steps in the election, as well as shortening the implementation time, ensuring that the election is carried out urgently but still meets the needs.

Personnel appointment only implemented in 2025

Responding to questions about the appointment of senior personnel in administrative units during the reorganization, Ms. Thuy said that this matter has been carefully studied and discussed. The Politburo has also issued a conclusion on the mechanism for appointing and appointing people to positions in the People's Council and People's Committee after the reorganization, instead of conducting elections at the People's Council as has been the case for a long time.

This mechanism has not been implemented for a long time, but according to Ms. Thuy, this arrangement is very special and different from other administrative unit arrangements. Previously, we have arranged commune-level administrative units. But this time, in addition to merging communes and provinces, we also implement the policy of not organizing district-level administrative units. Therefore, local government agencies will also cease operations at the same time as merging provinces and communes.

To meet the requirements for arranging and assigning cadres, especially cadres working at the district level, and to make the most of existing human resources, the Politburo has directed that in this arrangement, the mechanism of designation and appointment will be implemented for those holding leadership positions of People's Councils and People's Committees in the units implementing the arrangement.

Ms. Thuy emphasized that this will only be implemented in 2025 - applied during the reorganization, and from the following times, the normal mechanism of the People's Council electing positions will still be returned to.
