JOIN IN CONTRIBUTING TO 6 IMPORTANT CONTENTS

Speaking at the opening of the working session, Provincial Party Secretary Thai Thanh Quy said that through working sessions and surveys at departments, branches and localities in 2023, the Advisory Group has contributed many important opinions to the province's leadership and direction in implementing socio-economic development tasks. Therefore, the province hopes to continue receiving comments on the perspective, approach and experience of the Advisory Group in the coming time.

Suggesting at the meeting, Provincial Party Secretary Thai Thanh Quy hoped that members of the Advisory Group would promote their intelligence, experience, and influence to contribute ideas to the development of specific mechanisms and policies for the province to implement Resolution 39 of the Politburo for the National Assembly to approve.

In addition, the province hopes that the Advisory Group will contribute effective and responsible opinions to the implementation of the Provincial Planning, focusing on key tasks such as expanding Vinh city in conjunction with planning adjustments; expanding the Southeast Economic Zone; developing 4 economic corridors; 6 urban centers; expanding Vinh International Airport and solutions to build Nghe An into a fruit tree capital, a medicinal herbs center associated with deep processing.

At the meeting, members of the Advisory Group contributed their opinions on issues suggested by the provincial leaders. In particular, members of the Advisory Group suggested that the province develop specific mechanisms and policies towards stronger decentralization and delegation of power; propose special, breakthrough projects with widespread impacts...

In the Provincial Planning, members of the Advisory Group emphasized that two important contents that the province needs to deploy and complete soon are the planning of Vinh city expansion and the planning of the Southeast Economic Zone expansion.

Through analyzing development trends, members of the Advisory Group believe that the province needs to soon complete the Project to expand the administrative boundaries of Vinh city and quickly develop the task of designing the planning of Vinh city until 2045 and the vision to 2065.

Vinh city planning must be worthy, facing the sea, connecting Lam river and linking South Nghe An and North Ha Tinh. In Vinh city planning, it is necessary to pay attention to 3 contents: Historical urban planning, Cua Lo coastal urban planning and tourism planning along Cua Hoi along Lam river to Hung Nguyen.

The opinions also raised many issues, especially the need to build a unique identity for Vinh city. For Vinh city, a unique identity could be a connected city, connecting the future and the past, connecting tradition and modernity, connecting opportunities. The focus of Vinh city is innovation, high-quality human resources, renewable energy, being a convergence point of resources and strength not only nationally but also internationally.

Regarding the development of the Southeast Economic Zone, members of the Advisory Group said that it is necessary to plan the connection of the economic zone with Cua Lo seaport, Dong Hoi seaport, expressways and high-speed railways in the future; build functional areas such as: Ports, urban areas, industrial parks, coastal logistics. In addition, it is necessary to build the Southeast Economic Zone according to a new type of ecosystem, including a high-class industrial ecosystem, high-class urban areas...

Besides, some opinions also say that in the coming time, the province needs to seize the opportunity, promote the results achieved in attracting FDI, create the most favorable conditions for businesses and investors; and soon have a plan for functional areas in the Southeast Economic Zone.

Regarding the development of 4 economic corridors and 6 urban areas, in the context of limited resources, the province needs to select the focus and key points for implementation, in which priority can be given to investment in National Highway 7. In addition, Nghe An needs to continue to promote the work of preventing and combating corruption, in which prevention is still the main thing, thereby building a good environment for the province to develop.

Agreeing with the goal of building Nghe An into the capital of fruit trees and medicinal plants, members of the Advisory Group said that the province needs to continue to remove obstacles in legal regulations to be able to implement; actively support businesses to effectively exploit forest land areas, under forest canopy in planting raw wood, precious wood, medicinal herbs and associated with deep processing.

After listening to the opinions of the members of the Advisory Group, Mr. Truong Dinh Tuyen - Head of the Advisory Group, said that the province needs to propose mechanisms and policies to create a development ecosystem according to the following criteria: Smart economy - modern communes and wards - smart businesses - smart consumers. These criteria are integrated and impact each other, in which priority is given to fast-developing areas with great impact.

Congratulating the achievements and results that the province has achieved in recent years, comrade Truong Dinh Tuyen emphasized that in the coming time, the Advisory Group will continue to accompany the province to be able to contribute many responsible and effective opinions, thereby contributing to helping the province effectively implement the set goals.

CONTINUE TO ACCOMPANY AND PARTICIPATE WITH THE PROVINCE IN IMPORTANT TASKS

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed the important and practical role, as well as the spirit, responsibility and contributions of the Advisory Group to the process of implementing the socio-economic development tasks of the province in the past time; at the same time, respectfully acknowledged, highly appreciated and thanked the enthusiasm, intelligence, responsibility and results that the Advisory Group has achieved in 2023.

Chairman of the Provincial People's Committee Nguyen Duc Trung said that through exchanges and discussions, the Advisory Group and the Provincial People's Committee agreed that, in practical conditions, it is necessary to select, prioritize, and concentrate resources to carry out important and key tasks and tasks to achieve the set goals.

Based on the orientation and suggestions of the Provincial Party Secretary, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized and clarified 5 groups and 9 important work contents that require contributions from members of the Advisory Group.

Currently, the province is focusing on building and perfecting the content of the pilot resolution, supplementing specific mechanisms and policies in the spirit of Resolution No. 39 of the Politburo to have more resources and greater motivation for the province's development. However, the specific mechanisms and policies must be reasonable, feasible, and consistent with the legal system. Therefore, the province hopes that members of the Advisory Group will study and contribute opinions to the draft mechanisms and policies that the province is proposing.

Seriously accepting the opinions of the Advisory Group at the working session, the head of the Provincial People's Committee hopes to continue receiving opinions of the Working Group on developing a plan to implement the Provincial Planning. In particular, focusing on 3 tasks: Project to expand the administrative boundaries of Vinh city; Project to expand Nghe An Economic Zone and develop 4 economic corridors, 6 urban areas.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the Advisory Group to contribute opinions to the implementation of the Project on rearranging administrative units at district and commune levels in the period of 2023-2025; implementing 3 key projects: building Cua Lo deep-water port; upgrading and expanding Vinh International Airport; Quynh Lap LNG Thermal Power Project; building Nghe An into a center for fruit trees and medicinal herbs.

In the coming time, the Provincial People's Committee will organize working sessions with the Advisory Group on specific contents. The province commits to continue to create the most favorable conditions for the Advisory Group to complete its tasks and contribute more to the implementation of the province's development goals.
