On August 12, the information that the Department of Education and Training of Khanh Hoa province issued a document requesting educational institutions (except non-public) in the province to apply a uniform model of ink blue pants or skirts and white shirts from the 2025-2026 school year has surprised and troubled many parents in the former Ninh Thuan province (now Khanh Hoa).
Uniform guidelines for the first day of school
According to many parents, before this directive, many schools in the old Ninh Thuan province used uniforms designed with their own identity, making it easy to identify each school. Many parents have fully purchased new uniforms for their children according to the old model, preparing for the 2025-2026 school year.
However, the document issued by the Khanh Hoa Department of Education and Training, proposing a unified uniform when the time to return to school is near, has made many parents worried.
Ms. Nguyen Thi Thu Hien in Dong Hai ward (Khanh Hoa province) said that her family has 2 children studying in middle school and has bought enough for each child 2 sets according to the school's own model.
"The clothes the children just bought and haven't worn yet, how can we replace them now? We are not rich, so replacing 4 sets of uniforms for 2 children at a time when we have to spend a lot of money on them at the beginning of the new school year is very expensive and wasteful" - Ms. Hien shared.
Some parents believe that changing uniforms suddenly is not only wasteful but also affects the psychology of parents and students, especially those from poor families. They recommend that there should be a reasonable implementation roadmap so that families and schools can proactively prepare.
"I don't object, I even support the traditional blue pants and white shirt uniform. But if the change is too sudden, poor parents like me will have a hard time," said Nguyen Huy Hoang, who has two children studying at a secondary school in Ninh Son commune (Khanh Hoa province).

Speaking to Tuoi Tre Online , Ms. Hoang Le Ngoc Anh - Chairman of Ninh Son Commune People's Committee - said that schools and parents in the commune have reported that households have currently made (bought) uniforms for their children to prepare for the 2025-2026 school year.
To avoid waste, Ms. Anh said Ninh Son commune requested the Department of Education and Training to temporarily not implement uniform school uniforms in the 2025-2026 school year, but only apply them from the 2026-2027 school year.
On the afternoon of August 12, speaking with Tuoi Tre Online , Mr. Vo Hoan Hai - Director of the Department of Education and Training of Khanh Hoa province - said that the department's directive mainly requested schools to strictly implement revenue and expenditure in the 2025-2026 school year.
Regarding the unification of school uniforms, Khanh Hoa province (old) has maintained the implementation for many years. Now after merging with Ninh Thuan to form the new Khanh Hoa province, the department also has a general directive and reminder. However, considering the actual situation of schools in the old Ninh Thuan area, the department will make appropriate adjustments.
"In the case (in the old Ninh Thuan area - PV) where the old uniforms have been used in schools, students will continue to use them in the 2025-2026 school year. The uniform will be implemented in the 2026-2027 school year to ensure consistency across the province," said Mr. Hai.
On August 11, the Department of Education and Training of Khanh Hoa province issued a document requesting affiliated units and People's Committees of communes, wards, and special zones in the area regarding the implementation of school uniforms and fees for the 2025-2026 school year.
The Department recommends that educational institutions throughout the province (except non-public educational institutions) implement a unified traditional school uniform (ink blue pants or skirt, white shirt), not deploy separate uniforms for each school, and not have accessories such as ties, sleeve edges, collars, shoulder pads... of different colors.
The document of Khanh Hoa Department of Education and Training directs not to organize services to sew or sell school clothes in any form.
