Doing a good job of planning high-level Party personnel also means creating a smooth transition and transfer of power within the Party, without disruption or fluctuation.
One of the important issues worth noting in the speech at the meeting, wishing the leaders and former leaders of the Party, State, and Vietnam Fatherland Front a Happy New Year by General Secretary Nguyen Phu Trong was: "Innovate and do better in the planning of the Party Central Committee, Politburo, and Secretariat for the 14th term - 2026 - 2031; develop draft documents to be submitted to the 14th National Party Congress". There are old bamboos, young bamboos, and young bamboos. It can be seen that in the contemporary political process of Vietnam, the smooth transition of generations comes from the tradition of our Party. “The previous generation kindly guides the next generation and the next generation faithfully continues the career of the previous generation” as in the words praising the great achievements of the three senior leaders Truong Chinh, Pham Van Dong and Le Duc Tho at the 6th Congress. General Secretary Nguyen Phu Trong once affirmed that the personnel work is carried out methodically and cautiously with the motto of interweaving many generations and ages. "The Party's personnel work is like a bamboo clump with layers of old bamboo, young bamboo and young bamboo shoots", the General Secretary likened.

This shows that the generational transition (power transition) in the Party always takes place scientifically, smoothly, and has traditional values. The two most important contents of each Party Congress term are to discuss and decide on the Party's political guidelines and tasks (through documents) and to elect the Party Central Committee (personnel work). In which, personnel planning is a very important opening step. In particular, in the current period, the Party pays great attention to and prepares early for personnel planning for the new Central Committee. If previously, this issue was carried out at the 9th Central Conference of the 12th term, then with this term, our Party carried it out earlier than at the recent 8th Central Conference. The Party's senior leadership team is an important factor contributing to the successful implementation of the country's development strategy in the new situation. This time is also an important turning point in arranging and shaping the Party's senior leadership team. General Secretary Nguyen Phu Trong once emphasized: “This is also the time of generational transition from the generation of cadres born, raised, trained and matured during the years of resistance, mainly trained domestically and in former socialist countries, to the generation of cadres born, raised and matured in peace and trained from many sources and many countries with different political regimes”. Therefore, doing a good job of planning high-level personnel of the Party is also creating a smooth transition and transfer of power, without disruption or fluctuation. In any revolutionary period, any field, any locality, cadres play a decisive role. Cadres are not only the key link in Party building work but also the important link in all activities of the Party, the decisive factor for the success of the revolutions. Therefore, cadres planned for Central Committee members must be exemplary in intelligence, political qualities, ethics, lifestyle and working capacity, have high prestige, and excellently complete the tasks they are undertaking. "Dynamic" and "open" planning Planning for members of the Central Executive Committee is a very important preparation step with the aim of creating an abundant and diverse source of cadres to help the Party consider and have many options, serving the personnel work of the next term. The motto of implementing "dynamic" and "open" planning is to periodically review and remove from the planning cadres who no longer meet the standards and conditions; and to add new factors to the planning. This is a regular and normal task in the personnel work of our Party, as General Secretary Nguyen Phu Trong has repeatedly emphasized in meetings and conferences. Thus, planning for members of the Central Executive Committee is the first step, and when completed, it will be the basis for our Party to plan the Politburo, the Secretariat and finally the key positions.Vietnamnet.vn
