14 pending and prolonged voter petitions

Before working with the Vinh City People's Committee, the Supervisory Delegation of the Provincial People's Council Standing Committee divided into 2 working groups to directly survey and listen to opinions from relevant units and people on implementing voters' recommendations on building infrastructure for resettlement areas to urgently evacuate people from the disaster area of ​​Hung Hoa commune; solving environmental pollution from wastewater from the Ethnic Boarding School No. 2 in Nghi An commune; solving the old collective housing area in Ben Thuy ward; and the new urban area in Vinh Tan ward.

Working with the Vinh City People's Committee, the Provincial People's Council's Supervisory Delegation acknowledged the leadership and direction of the Party Committee and the participation of the People's Council, People's Committee and specialized departments and agencies in handling petitions, recommendations and reflections of voters and people in the area.

Specifically, the city regularly reviews, issues plans and clearly assigns responsibilities and authorities according to the regulations for handling petitions and complaints from the people, including the responsibilities of city leaders in charge of the field and heads of departments, offices and establishments.

Therefore, although it is an area where many petitions, recommendations and reflections from the people arise, the city basically focuses on promptly and promptly resolving the contents under its authority and actively coordinates with departments and branches to resolve recommendations under the province's authority; contributing to removing many difficulties and concerns from the grassroots, creating high consensus for the common development of the city.

In addition, Vinh City leaders also frankly said that there are currently 14 recommendations with slow and prolonged progress in resolution. According to comrade Le Sy Chien - Vice Chairman of Vinh City People's Committee, the unresolved opinions "fall" into 2 groups of problems. The group of problems is due to unclear policy mechanisms and decentralization and assignment of tasks.

For example, in the current settlement of old apartment buildings, there are 15 problems that the city has proposed to the province for solutions related to enforcement or non-enforcement when people do not agree with the city's plan; determining land prices; whether or not land and property on land can be deducted... This is a problem that the city cannot solve on its own.

Or the relocation of households in Hoa Lam hamlet (old), Hung Hoa commune, out of areas at risk of landslides, this has long been a project invested by the Department of Agriculture and Rural Development; Vinh City only has the responsibility of coordinating, but there has been no specific assignment of responsibilities.

Another group is related to recommendations on infrastructure investment, such as cultural houses, roads, drainage systems, and lighting systems; but due to limited resources, time and a roadmap are needed.

In addition to the above-mentioned objective difficulties, Vice Chairman of Vinh City People's Committee Le Sy Chien also frankly stated that, subjectively, although the city has assigned specific responsibilities and regularly urged, inspected, and supervised, some departments, offices, and units have not been resolute in following up and do not have a specific roadmap to resolve the issue.

Clarifying responsibilities at all levels and sectors

Through the actual survey and report of Vinh City People's Committee and the opinions of the members of the monitoring delegation, concluding the meeting, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, Head of the monitoring delegation of the Provincial People's Council Standing Committee requested the City People's Committee to carefully review the voters' recommendations that have not been resolved, have been pending for a long time; clarify the responsibilities of relevant departments, branches and levels of the city; overcome the situation of general responsibilities and pending recommendations that cannot be resolved completely.

For the contents and tasks under the city's responsibility, it is necessary to take more active action; for example, to solve environmental pollution at Ethnic Boarding School 2, first of all, the city's authority is to strengthen inspection, supervision and handling of violations, on that basis urging the school and the Department of Education and Training to take action.

The Vice Chairman of the Provincial People's Council also said that the long-standing petitions are beyond the authority and responsibility of provincial departments and branches to resolve, however, the role of connecting, following up and urging the city plays an extremely important role. Therefore, it is recommended that the city pay attention to and join hands with the province to thoroughly and responsibly resolve the petitions of voters in the city; ensure the fulfillment of the responsibility of the government, the responsibility of the representative towards voters and the people; create consensus, promote the development of the city worthy of being the center of the North Central region.

The city also needs to pay attention to the process of handling and responding to voters' petitions, especially paying attention to the time to respond to voters' petitions from ward and commune levels, ensuring timeliness and completeness, promoting the role of responsibility to voters and creating voters' trust in agencies and elected representatives.
