Lam Dong asks the winner of the 'huge' auction of Thuy Ta restaurant to pay the money

On November 11, the Lam Dong Provincial Property Auction Service Center said that after the Lam Dong Provincial People's Committee approved the auction results (Decision No. 2194/QD-UBND dated November 8, 2023) for leasing assets on land and leasing land (10-year term, one-time payment) of Thuy Ta restaurant (Ward 1, Da Lat City), the Center immediately sent a notice to the auction winner requesting payment (more than 151 billion VND) to carry out the next procedures.

Previously, as Thanh Nien reported, on October 30, the Lam Dong Province Property Auction Service Center organized an auction to lease land and assets on land for Thuy Ta restaurant. The auction was very dramatic and after about 2 hours with 63 bidding steps, Mr. Doan Hai Ha (TDP Vien 1, Co Nhue 2, Bac Tu Liem, Hanoi ) finally won with a "huge" price of 15.150 billion VND/year.

It is said that Mr. Ha won with a "huge" price, because the starting price was only over 3,040 billion VND/year, but the winning price was nearly 5 times higher than the starting price.

The total area of Thuy Ta restaurant is ^3,876m2 , of which the area of the roofed construction is ^383.3m2 ; the area of flower beds is ^893.1m2 ; the remaining area of the campus and yard is ^2,599.6m2 . Notably, this land has a prime location in Da Lat city when it is located right on the floating island on the national scenic spot of Xuan Huong Lake, opposite is Doi Cu golf course and only a few hundred meters from Lam Vien square, Yersin park, Xuan Huong park, Anh Sang park, Da Lat market.

Although it is "golden land" in such a prime location, because this house and land are part of the national scenic spot Xuan Huong Lake, it is leased in its original state, without expansion, new construction, or additional structures (except in cases of local adjustment of urban design).

At the same time, only the interior space and color of the proposed building must be repaired, renovated and upgraded, and the exterior structure must be kept white, the wooden doors restored, and the shape of the house's exterior structure must not be changed. In case of safety due to building degradation, before major repairs or renovations that impact the load-bearing structure must have the written consent of the lessor and a construction permit reviewed and granted by the Department of Construction.

According to the proposed auction plan, the amount of money the bidder must deposit in advance is 20% of the starting value of 1 year of rental (equivalent to more than 608 million VND). After winning the auction, the remaining amount must be paid within 15 days from the date the Provincial People's Committee approves the auction results. If the rental payment is later than 15 days, a penalty for violating the payment obligation will be imposed. If the payment is later than 90 days, the Da Lat City People's Committee has the right to submit to the Lam Dong Provincial People's Committee to cancel the decision to recognize the auction results and the auction winner will "lose the deposit" as well as pay the rental and late payment interest according to the actual number of days from the date the Provincial People's Committee approves the auction results until the date the auction results are canceled.

On the same day (November 11), the People's Committee of Da Lat City said that it had assigned the Department of Finance - Planning to preside over and coordinate with the Da Lat Housing Management Center, the Lam Dong Province Property Auction Service Center and related units based on the decision approving the auction results of the Provincial People's Committee to advise the People's Committee of Da Lat City to draft and contact Mr. Doan Hai Ha to sign a contract to lease assets at Thuy Ta restaurant to ensure time and regulations (the content is drafted based on the auction plan approved by the City People's Committee).
