16 vocational education units (formerly under the Ministry of Labor, Invalids and Social Affairs) have just been transferred to the Ministry of Education and Training for management, including: Nam Dinh University of Technical Education, Vinh University of Technical Education, Vinh Long University of Technical Education, College of Engineering and Technology, Dung Quat College of Technology, College of Technology II, College of Construction No. 1, Ho Chi Minh City College of Construction, Nam Dinh College of Construction, College of Urban Construction, Viet Xo Vocational College No. 1, Lilama II International College of Technology, College of Construction Mechanics, College of Construction and Technology - Society, Hanoi College of Technology - Vocational, Vocational College of Construction Mechanics. The total number of cadres, civil servants and employees of the 16 above units is nearly 3,000 people.

For universities, the school with the highest annual enrollment is 4,215 students; the school with the lowest annual enrollment is 960 students. For colleges and intermediate schools, the school with the highest annual enrollment is 3,850 students; the school with the lowest annual enrollment is 1,545 students. Many schools have good enrollment results. Currently, out of a total of 16 universities and colleges, 7 schools have been approved for autonomy, 9 schools have not been approved for autonomy.

At the working session with the Department of Vocational Education and Continuing Education chaired by Deputy Minister of Education and Training Hoang Minh Son, which took place on March 13, representatives of the units shared their expectations for the breakthrough development of the 16 units when they come under the Ministry of Education and Training. Deputy Minister Hoang Minh Son also affirmed that this is an opportunity to unify and innovate the education and training system. The planning and arrangement will ensure systematicity and synchronization to improve operational efficiency.

The Deputy Minister hopes that the units will coordinate and be determined to effectively carry out assigned tasks, remove difficulties and obstacles, and have a long-term plan to fundamentally and comprehensively innovate education and training, meeting the demand for high-quality human resources in the new era.

According to Decision No. 596/QD-BGD&DT dated March 3, 2025 of the Minister of Education and Training, the Department of Vocational Education and Continuing Education is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in state management of vocational education (except pedagogy) and continuing education. Performing public services in assigned fields of work according to regulations.

In addition to the common tasks, similar to other Departments and Divisions in consulting work, implementing state management responsibilities, reporting, managing cadres, finance, assets and records, documents..., the Department of Vocational Education and Continuing Education has 2 groups of tasks directly related to professional work, including vocational education and continuing education on the basis of inheriting the previous tasks of the General Department of Vocational Education and the Department of Continuing Education.
