At the meeting, the Provincial People's Committee submitted to the Provincial People's Council for consideration and decision the following Proposals: Public investment plan using state budget capital in 2025 of Thanh Hoa province (first time); Investment policy for the project to invest in the construction of 68 working offices of commune and town police under Thanh Hoa Provincial Police in 2024; Arrangement of district and commune-level administrative units in the 2023-2025 period of Thanh Hoa province; Merging Dong Son district into Thanh Hoa city; establishment of wards and arrangement of commune-level administrative units in the 2023-2025 period of Thanh Hoa city, Thanh Hoa province; Investment capital plan for development of central budget capital to implement the National Target Program on sustainable poverty reduction in 2024 (phase 4); Adjusting the name of the Investment Project in Resolution No. 301/NQ-HDND dated July 13, 2022 of the Provincial People's Council and the detailed allocation plan for the central budget development investment capital plan to implement the National Target Program on Sustainable Poverty Reduction in 2022 and 2023 has been approved by the National Assembly to extend the implementation period and disbursement to 2024 (phase 2)...

In the spirit of democratic centralism, after carefully studying the submissions and inspection reports of the Provincial People's Council committees, the delegates of the 18th Provincial People's Council unanimously voted to pass the Resolutions of the session.

Provincial Party Secretary, Chairman of the Provincial People's Council Do Trong Hung delivered a closing speech at the meeting.

In his closing speech, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Do Trong Hung stated that immediately after the Provincial People's Council meeting, he requested the Provincial People's Committee to promptly direct specialized agencies to implement the resolutions approved by the Provincial People's Council, so that the resolutions can soon come into life and be effectively implemented.

In particular, regarding the implementation of the 2024 public investment plan, it is recommended that the Provincial People's Committee continue to direct the acceleration of the progress of public investment projects with regional linkages and projects with spillover effects. Strengthen discipline and order in disbursing public investment capital; focusing on the following contents: Strictly comply with the disbursement plan; at the same time, accelerate site clearance and construction progress, focus on removing difficulties and obstacles related to land and resources associated with the responsibilities of heads of agencies, units and localities assigned with tasks. Resolutely handle strictly according to legal regulations investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct and delay the progress of capital allocation, implementation and disbursement of public investment capital.

Regarding the 2025 Public Investment Plan, after the Ministry of Planning and Investment announces the estimated total capital for 2025, the Provincial People's Committee is requested to review and develop a detailed allocation plan (detailed list and capital level) for each capital source, promptly report to the Provincial People's Council for consideration and decision.

Regarding the National Target Programs, based on legal documents and the actual situation, it is recommended that the Provincial People's Committee focus on directing the acceleration of the implementation of national target programs, completing the disbursement plan for capital to implement the programs; at the same time, strengthen inspection and supervision of the implementation of the programs, in order to promptly remove difficulties and obstacles, aiming at substantive, in-depth, effective and sustainable development goals.

The Provincial Party Secretary and Chairman of the Provincial People's Council emphasized: Immediately after the Provincial People's Council resolved to approve the policy of merging Dong Son district into Thanh Hoa city; establishing wards and arranging commune-level administrative units in the 2023-2025 period of Thanh Hoa city and Thanh Hoa province, the Provincial People's Committee was assigned to complete the dossier, project, and report to the Government to submit to the National Assembly Standing Committee for consideration and resolution as soon as possible.

In order for the resolutions to come into effect soon and be implemented effectively, immediately after the meeting, the Provincial People's Committee directed specialized agencies to immediately implement the resolutions of the Provincial People's Council that had been passed; promote responsibility, and implement the resolutions with the highest efficiency.

Based on the work program, it is recommended that the Standing Committee of the People's Council, the People's Council's committees, the delegations and the provincial People's Council delegates continue to closely monitor the implementation process, ensuring that the resolutions passed by the provincial People's Council are implemented promptly, closely, effectively and in accordance with regulations. At the same time, proactively coordinate with agencies, localities and units to review and promptly propose amendments to resolutions that are no longer suitable or ineffective; actively urge and supervise the timely and thorough settlement of voters' recommendations to be worthy of the trust and expectations of voters and the people.
