
Civil servant input quality assessment is an activity to assess and recognize the necessary basic knowledge of candidates before participating in civil servant recruitment at competent agencies. The results and values of the assessment not only help the recruiting agency assess the level of response of candidates compared to the standards, conditions, requirements, and needs of the recruitment position, but also help candidates have more information in self-assessment, determining their own qualities and abilities compared to the standards, conditions, requirements, and needs of the recruitment position to self-adjust appropriately, continue to improve personal qualities and abilities; at the same time, educational, training, and fostering institutions have more basis to assess their products (learners) to adjust training activities; the State and society have more information about the current situation to make appropriate adjustments to human resource development policies.
It can be said that the decisive issue of the quality assessment of civil servant input is the content of the assessment. However, according to the Department of Civil Servants and Public Employees (Ministry of Home Affairs), to develop questions to assess thinking ability and the ability to apply knowledge into practice suitable for candidates for civil service recruitment is a very difficult and complicated problem. Currently, the quality of exam questions between ministries, branches and localities is not consistent, does not reflect and correctly assess the quality of recruitment sources, so the quality of recruited civil servants is still uneven. The construction of question banks in many places is still not proactive; the recruitment software does not have unified standards, or the software is not copyrighted according to regulations.
The important issue now is that in the process of organizing and implementing the question bank and organizing the assessment exam, it is necessary to pay attention to investing funds and attracting experts and managers to participate, regularly adding and updating new questions after the assessment periods.
In the coming time, to effectively implement Decree No. 06 of the Government, the Ministry of Home Affairs needs to urgently coordinate with Party agencies, socio-political organizations, ministries, branches and localities to build a question and answer bank to serve the quality assessment of civil servant input to ensure both connectivity and consistency in knowledge content and suitability and meet the recruitment requirements of civil servants of the entire political system. This will contribute to ensuring a common quality level, creating a source of truly qualified candidates for agencies and units to carry out the next steps in the recruitment process; overcoming dispersion in recruitment, creating maximum favorable conditions for candidates and competent agencies to recruit civil servants; contributing to the scientificization and transparency of the recruitment process to meet the requirements of promoting reform of civil servants and public services.
The important issue now is that in the process of organizing the implementation of building a question bank and organizing the assessment exam, it is necessary to pay attention to investing funds and attracting experts and managers to participate, regularly adding and updating new questions after the assessment periods. In addition to the general requirements of human resource quality, the assessment of the quality of civil servants' input needs to prioritize criteria, standards, and questions suitable for the public service environment, especially the contents of assessing thinking capacity, consulting capacity, solving practical problems, and the ability to apply knowledge to professional work.
