In a document guiding the organization of the opening ceremony and implementing a number of activities at the beginning of the new school year, the leader of the Ho Chi Minh City Department of Education and Training said that educational institutions are strictly prohibited from forcing students to make or buy uniforms; and strictly implement regulations on wearing uniforms and graduation gowns for students.

The principle of uniforms must ensure savings and be suitable to the economic and social conditions of each locality and each school. Regarding the organization of uniforms for students, if there is a need, the educational and training institution only stipulates the design for the students' families to sew and buy; the uniform regulations must not be changed to save money and avoid waste.

Educational institutions strictly implement the instructions of the Ho Chi Minh City Department of Education and Training on financial management, publicizing revenue and expenditure from the beginning of the school year; and on the selection and use of textbooks and local educational materials.

Do not require students to purchase outlines, reference materials, books, and exercises. Develop and implement plans to support poor and near-poor students, students who are policy beneficiaries, students with difficult or disadvantaged circumstances, etc., so that students and trainees are not prevented from going to school due to difficult circumstances.

Educational institutions are responsible for taking the initiative to avoid delays and shortages of textbooks and local educational materials when the new school year begins. Develop a school education plan at the same time as reviewing and evaluating the results of implementing the school's development strategy and plan; mobilize, manage and use resources for educational activities according to the provisions of law. Carry out activities on ensuring educational quality, assessing and inspecting educational quality according to the regulations of the Ministry of Education and Training. Make public commitments on educational quality and conditions for ensuring educational quality.

Coordinate with students' families, organizations and individuals in organizing educational activities. School programs must be developed and implemented in accordance with regulations; ensure voluntary and consensus participation of each individual learner from the beginning of the school year.
