During the visit of the Prime Minister and the Vietnamese high-ranking delegation, many important documents were adopted, including the Joint Statement on upgrading Vietnam-UAE relations to Comprehensive Partnership , the Joint Press Release between Vietnam and Qatar , and 33 cooperation documents in the fields of trade-investment, finance, energy, innovation, standards, measurement and quality, education-training, sports, cooperation between enterprises, etc., creating the basis for promoting cooperation in all fields between Vietnam and the three countries to develop more strongly.Since establishing diplomatic relations in 1993, Vietnam and the UAE have built a substantive relationship, nurtured and consolidated on the basis of friendship, equality, mutual respect and cooperation for the benefit of the people of the two countries. The two sides share interests and the need for cooperation in new and promising fields and have achieved important achievements, along with many concrete steps forward in many fields such as diplomacy, economy and trade...
During Prime Minister Pham Minh Chinh's official visit to the UAE, the two countries' senior leaders agreed to upgrade bilateral relations to Comprehensive Partnership on October 28, 2024, meeting the aspirations of the leaders and people of the two countries, as well as the desire to contribute to peace, stability, cooperation and development in the region and the world.

Prime Minister Pham Minh Chinh and UAE President Sheikh Mohamed bin Zayed Al Nahyan agreed on six priority areas of cooperation, including urgently developing action programs to be implemented immediately within the framework of the Comprehensive Partnership; promoting cooperation in innovation, green transformation, digital transformation, and circular economy; creating breakthroughs in bilateral economic, trade, and investment cooperation; cooperating in developing the Halal industry and opening the market for Vietnamese Halal products; enhancing cooperation in labor, culture, tourism, sports, and people-to-people exchange; and closely coordinating, consulting, and supporting each other on regional and world issues at multilateral forums.
The two sides agreed to increase bilateral contacts and exchanges at all levels, including visits by senior leaders of the State, Government, ministries, sectors, and technical working groups. In particular, the role of the Intergovernmental Committee and Deputy Ministerial Political Consultation mechanisms will be promoted; new cooperation mechanisms such as specialized cooperation and cooperation in regional and global initiatives will be promoted. At the same time, cooperation in the fields of defense, security, justice and law will be enhanced in accordance with the laws, needs and capacities of each country.

Emphasizing that Vietnam prioritizes attracting investment in projects in the fields of high technology, electronics, semiconductor chips, innovation, artificial intelligence, cloud computing, Internet of Things, etc., Prime Minister Pham Minh Chinh expressed his hope that the UAE will select and connect partners to participate in strong and comprehensive investment cooperation with Vietnam, including cooperation with the National Innovation Center (NIC) of Vietnam. At the same time, with the development experience from the two financial centers of Dubai and Abu Dhabi, support Vietnam in forming a suitable policy framework and development model; participate in the process of building, jointly investing and developing a financial center in Vietnam.
Expressing his delight at the increasing number of Vietnamese workers, UAE President Sheikh Mohammed bin Zayed Al Nahyan affirmed that he would create conditions for Vietnamese people to settle down and support the establishment of a Vietnamese Cultural Center in the UAE. In particular, in the coming time, the UAE President pledged to support the implementation of a number of projects, such as developing a youth football academy in Vietnam and building a financial center in Ho Chi Minh City.
By signing the Comprehensive Economic Partnership Agreement (CEPA), Vietnam and the UAE aim to boost bilateral trade turnover to US$20 billion and enhance trade promotion, implement cooperation activities, including logistics cooperation to deepen connections between businesses of both sides and enhance bilateral trade as well as the ASEAN and Gulf Cooperation Council (GCC) markets.

Signing the Memorandum of Understanding on the establishment of a Joint Working Group on Economic and Trade Cooperation, the two sides pledged to coordinate in researching and establishing new economic cooperation mechanisms such as the establishment of the Vietnam-UAE Business Council, the Task Force on Investment Cooperation, and the Vietnam-UAE Joint Investment Fund....
Identifying energy transition and green transition as priorities in bilateral relations and pledging to strengthen cooperation based on each side's potential, advantages and the principles of equality and mutual benefit, the two leaders called on the private sectors of the two countries to continue promoting and expanding trade and investment cooperation in the energy sector, including green and renewable energy, liquefied natural gas, oil and gas production, oil refining and petrochemicals.
In the capital Abu Dhabi, businesses from the two countries exchanged 12 cooperation documents in the fields of AI, data center development, energy conversion, aviation, inland waterway transport, seaports, logistics, electric car manufacturing, finance, agriculture, and services.

Within the framework of attending the 8th Future Investment Initiative Conference and working visit to the Kingdom of Saudi Arabia, in the capital Riyadh, Prime Minister Pham Minh Chinh had talks with Crown Prince and Prime Minister of Saudi Arabia Mohammed Bin Salman Bin Abdulaziz Al Saud.
Appreciating the remarkable progress in the Vietnam-Saudi Arabia relationship over the past 25 years, the two Prime Ministers agreed to cooperate closely to bring the relationship between the two countries to a new height. Thereby, economic cooperation will become a key pillar in the bilateral relationship, making Saudi Arabia one of the leading investors in Vietnam and aiming to increase bilateral trade turnover to over 10 billion USD by 2030.
Vietnam and Saudi Arabia have identified innovation, green transformation, and digital transformation as the pillars of their future cooperation. They also share the desire to make education, tourism, labor, and people-to-people exchange a solid foundation for the relationship between the two countries.

Prime Minister Pham Minh Chinh encouraged Saudi Arabia to invest in strategic, symbolic and breakthrough projects in Vietnam. In particular, consider building a transit and storage center for crude oil and petrochemical products in Vietnam for export to markets in the Southeast Asian region.
In order to connect innovation centers of the two countries and coordinate the organization of international technology exhibitions, the Prime Minister proposed that Saudi Arabia cooperate in building an innovation ecosystem in Vietnam and share experience in building an international financial center in Ho Chi Minh City.
The Prime Minister asked the Crown Prince, Prime Minister and relevant agencies of Saudi Arabia to create favorable conditions for the Vietnamese community living and working in Saudi Arabia to deeply integrate into the local community, actively contributing to the development of Saudi Arabia and the friendly cooperation between the two countries.
Agreeing with the proposals of Prime Minister Pham Minh Chinh, the Crown Prince and Prime Minister of Saudi Arabia suggested that the two sides direct ministries and sectors to continue discussions to concretize cooperation proposals and realize bilateral cooperation potential.

In the capital Riyadh, under the witness of Prime Minister Pham Minh Chinh, the Vietnamese Ministry of Industry and Trade and the Saudi Arabian Ministry of Economy and Planning signed a Memorandum of Understanding on economic and trade cooperation. At the same time, the Saudi Arabian Ministry of Industry and Mineral Resources and the Vietnamese Ministry of Industry and Trade agreed to exchange ministerial-level delegations, send working delegations to the two countries to exchange, discuss, and soon sign cooperation agreements, creating a legal basis and creating favorable conditions for businesses.
Attending and speaking at the 8th Future Investment Initiative Conference , the Prime Minister affirmed that Vietnam hopes that partners, business communities, investors from Saudi Arabia, the Middle East and the world will continue to promote investment and business activities in Vietnam and with Vietnamese partners. Especially in areas where partners have strengths and Vietnam has needs such as digital transformation, artificial intelligence, cloud computing, internet of things, renewable energy, smart cities, smart infrastructure, smart governance, etc.

In the capital Doha, in an atmosphere of sincerity, trust and mutual understanding, Prime Minister Pham Minh Chinh met with the Emir of Qatar, His Excellency Sheikh Tamim bin Hamad Al Thani; held talks with Prime Minister and Minister of Foreign Affairs Mohammed bin Abdulrahman bin Jassim Al Thani and met with Chairman of the Shura Council (Parliament) Hassan bin Abdulla Al-Ghanim.
Expressing satisfaction with the achievements in bilateral relations over the past 30 years, with the relationship increasingly developing and expanding in many fields, the two countries' senior leaders pledged to increase delegation exchanges and contacts at all levels and through different channels, while promoting people-to-people exchanges to further promote good cooperation between Vietnam and Qatar.
Identifying economic, trade and investment cooperation as an important pillar in the bilateral relationship, the two Prime Ministers agreed to coordinate and facilitate trade in each other's strengths such as agricultural products, seafood, footwear, textiles... of Vietnam and energy and chemicals of Qatar.

Prime Minister Pham Minh Chinh proposed that Qatar support Vietnam in developing the Halal industry, especially sharing experiences and transferring technology, investing in production and processing, thereby contributing to ensuring food security for Qatar and contributing to increasing trade turnover between the two countries; studying and promoting negotiations on a bilateral free trade agreement between Vietnam and Qatar as well as between Vietnam and the Gulf Cooperation Council (GCC) in the coming time.
Affirming that Vietnam and Qatar still have a lot of potential for investment cooperation, Prime Minister Pham Minh Chinh emphasized that Vietnam is committed to always supporting and creating all conditions for Qatari investment funds and enterprises to invest and do business conveniently, effectively and sustainably in Vietnam.
The two sides agreed that security and defense, including cyber security, should become a pillar in key areas of bilateral cooperation. The two Prime Ministers also emphasized that information technology, digital transformation, green transformation, sustainable development, climate change, etc. are all important areas in which the two countries need to expand cooperation.

Sharing his views on the importance of people-to-people exchanges through enhancing cooperation in culture, tourism, and education, thereby strengthening friendship and solidarity, and creating favorable conditions for expanding cooperation in other fields, the Qatari Prime Minister agreed with Prime Minister Pham Minh Chinh's proposal to increase scholarships for Vietnamese students to study and research in Qatar, while creating favorable conditions to receive more workers, especially highly-skilled Vietnamese workers, to work in Qatar.
The Prime Minister asked Qatar to facilitate the Vietnamese community living, studying and working in Qatar. The two sides will consider negotiating a visa exemption agreement for ordinary passport holders to facilitate people traveling between the two countries.

During the visit, Prime Minister Pham Minh Chinh worked with major corporations and enterprises of Qatar, notably Qatar Energy Group - Qatar's state-owned oil and gas company; JTA International Investment and Consulting Group; Qatar Investment Authority (QIA), Qatar's National Investment Fund... The Prime Minister affirmed that Vietnam prioritizes attracting investment in areas where Qatari enterprises have strengths such as oil and gas, energy... and suggested that Qatar increase investment and promote oil and gas and energy cooperation with Vietnamese partners. Thereby, enhancing Vietnam's autonomy in the field of electricity production, as well as cooperation in implementing projects on exploration, exploitation and processing of oil and gas, offshore wind power...
On this occasion, Prime Minister Pham Minh Chinh and Prime Minister of Qatar witnessed the signing ceremony of cooperation documents between ministries, branches and agencies of the two countries, including: i) Protocol between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam amending the Agreement between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam on air transport signed on March 8, 2009; ii) Memorandum of Understanding in the field of sports between the Government of the Socialist Republic of Vietnam and the Government of the State of Qatar; iii) Memorandum of Understanding on cooperation in the field of law between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the State of Qatar; iv) Memorandum of Understanding on cooperation between the Diplomatic Academy of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the Diplomatic Academy of the Ministry of Foreign Affairs of the State of Qatar; v) Memorandum of Understanding between the State Capital Investment Corporation (SCIC) and the Qatar Investment Authority on investment cooperation.
