Survey of investors' interest in Ho Chi Minh City - Moc Bai Expressway

On November 6, the Ho Chi Minh City People's Committee sent a document to investors regarding their interest in the Ho Chi Minh City - Moc Bai expressway project.

The Ho Chi Minh City - Moc Bai Expressway project has a total length of 51.2km, the starting point connects with Ho Chi Minh City Ring Road 3 in Cu Chi district, the end point intersects with National Highway 22 in Ben Cau district, Tay Ninh province.

In phase 1, the project will invest in a four-lane scale, while simultaneously constructing works on the route, an intelligent traffic system, a toll collection system, rest stops, etc. to ensure synchronization and efficiency according to current standards and regulations.

The total estimated investment for phase 1 is about 19,617 billion VND, of which construction and equipment costs are about 9,273 billion VND. Compensation costs for site clearance, support, resettlement and relocation of technical infrastructure (including contingency costs) are about 6,774 billion VND. Contingency costs for construction volume, equipment and price fluctuations are about 1,594 billion VND and interest during construction is about 1,281 billion VND...

Regarding investment method, component project 1 builds a highway under a BOT (build-operate-transfer) contract with a total capital of about VND10,421 billion.

Of which, investor capital is about 9,943 billion VND (accounting for 95.41%), while the city budget allocates about 478 billion VND.

The remaining three component projects are implemented in the form of public investment. Including, component project 2 to build a residential road and an overpass across the highway, about 2,422 billion VND.

Component project 3 compensation, support, resettlement through Ho Chi Minh City about 5,270 billion VND.

Component project 4 compensation, support, resettlement section through Tay Ninh province about 1,504 billion VND.

According to regulations, the survey of investors' interest in investment projects under the form of public-private partnership (PPP) is carried out during the time of preparing the feasibility study report.

The results of the investor interest survey are the basis for competent authorities to consider and decide on methods of selecting investors such as competitive negotiations, open bidding domestically or internationally.

In this document, Ho Chi Minh City also surveyed investors' opinions on the possibility of implementing similar projects (in terms of field, scale...) in the private sector.

Investors will also evaluate the attractiveness and feasibility of the project; expected return on equity.

The time for submitting expressions of interest for the Ho Chi Minh City - Moc Bai expressway project is from November 6 to December 31.

Construction of Ho Chi Minh City - Moc Bai Expressway project to start in 2025

The Ho Chi Minh City - Moc Bai Expressway is the shortest road route connecting Ho Chi Minh City with Cambodia through Moc Bai international border gate, serving the development of the Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai industrial chain associated with the Trans-Asia economic corridor.

The project was approved by the Prime Minister in August 2024. Currently, Ho Chi Minh City and Tay Ninh are speeding up the progress of the next steps to start the project in 2025.
