Attending the inauguration ceremony of the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway, the Prime Minister agreed in principle and requested to strive to complete the upgrading of this connecting road into an expressway by the end of 2025.

On the morning of July 7, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the road connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway through Hung Yen province (phase 2), according to the Government Electronic Information Portal.
The nearly 24km long road project connecting the Hanoi – Hai Phong Expressway with the Cau Gie – Ninh Binh Expressway aims to improve the operational capacity of the two expressways and reduce traffic pressure through the capital Hanoi.
The project plays an important role in the core economic zone of the North and is the driving force for the development of the Red River Delta, the Hanoi Capital region, Hung Yen province and the provinces of Ha Nam and Thai Binh.

The project is mostly located in Hung Yen province, decided to invest by the Ministry of Transport, and assigned to Hung Yen province as the investor.
The section through Hung Yen province has a total investment of more than 1,700 billion VND from the central budget, divided into 2 phases, with a scale of 4 lanes, and a design speed of 80km/h. To date, the project has been completed and put into use.
Along with that, the section through Hung Yen province is being invested in by the province, expanding the side road with a total investment of about 1,400 billion VND from the local budget. On this occasion, the side road was also technically opened to traffic.
The route helps shorten travel time between Phap Van – Cau Gie Expressway and Hanoi – Hai Phong Expressway by up to 30 minutes compared to going through Yen Lenh Bridge and National Highway 39.

Speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh said that Hung Yen province has many locations “closer to Hanoi than Hanoi itself”, with great development potential, but the problem is that there must be connecting roads.
The Prime Minister himself has repeatedly shared with provincial leaders over the years about the need to invest in the route connecting the Hanoi - Hai Phong expressway with the Phap Van - Cau Gie expressway and the route through Van Giang. With these routes, Hung Yen will certainly develop strongly.
These routes will contribute to implementing 3 strategic breakthroughs, enhancing the province's innovative thinking and strategic vision in transport development, regional connectivity, national connectivity, expanding new development space, land value, opening up new urban, industrial and service areas, etc., contributing to the sustainable and long-term growth of the province and the region.
The Prime Minister applauded Hung Yen province for completing phase 2 eight months ahead of schedule, primarily thanks to rapid site clearance.
According to the Prime Minister, this achievement is thanks to the people who gave up their land, residences, and production and business locations, with the participation of the entire political system under the leadership of the Party Committee.
In the coming time, the Prime Minister requested that agencies do well in payment and settlement procedures, maintenance, exploitation of new development space from projects, development of industrial parks, service areas, etc.; on the basis of good planning, there will be good projects, good projects will have good investors, good investors will have good results.
Hung Yen province and relevant agencies continue to summarize and draw lessons from this project to replicate it in other projects.
In response to the proposal of the province and the contractor, the Prime Minister agreed to the policy of soon upgrading this connecting road into an expressway. Ministries and branches, according to their functions, tasks and powers, will coordinate with Hung Yen province to deploy the work, quickly complete procedures, select good investors and contractors, and strive to complete by the end of 2025.
