In recent years, Khanh Hoa province has focused on directing and implementing drastic solutions to combat illegal, unreported and unregulated (IUU) fishing. At the same time, leaders of Khanh Hoa Provincial People's Committee have actively inspected the actual work of combating IUU fishing in the field.
According to Mr. Le Huu Hoang, Vice Chairman of Khanh Hoa Provincial People's Committee, the fight against IUU fishing is identified by the province as a key, urgent task with long-term significance for the sustainable development of the fisheries sector - one of the strengths of the province's marine economic development. The entire political system of Khanh Hoa province focuses on implementing drastic and synchronous solutions to manage, prevent and end the situation of fishing vessels and fishermen of Khanh Hoa violating IUU.

The Party Committee of Khanh Hoa Provincial People's Committee promptly advised the Provincial Party Committee to issue the Provincial Party Committee's Action Program to implement the Secretariat's Directive on combating IUU fishing and sustainable development of the fisheries sector in Khanh Hoa province. The Provincial People's Committee and the IUU Steering Committee of Khanh Hoa province have issued more than 90 documents directing units to deploy tasks and solutions to combat IUU fishing. Coastal departments, branches and localities have also widely disseminated the work of combating IUU fishing to ship owners, captains, fishermen, businesses, seafood traders at ports and seafood exporting enterprises... thus creating positive changes in the work of combating IUU fishing.
With the drastic participation of Khanh Hoa provincial authorities, up to now, 100% of the province's fishing vessels have been registered, marked in accordance with regulations and updated data on the National Fishing Vessel Data System; the whole province has 643/646 fishing vessels with a length of 15m or more operating in offshore areas that have installed fishing vessel monitoring equipment, reaching 99.87%, 634/646 vessels have been granted food safety certificates for fishing vessels, reaching 98.14%... The control of fishing vessels entering and leaving ports and confirmation of exploited seafood have also been carried out strictly and transparently; violations in the field of fisheries exploitation have been strictly handled.
To achieve the above positive results, Khanh Hoa province has synchronously deployed many solutions, including applying technology to manage fishing vessels and trace the origin of exploited seafood. Currently, 100% of the province's fishing vessel data is fully updated on the Vnfishbase software, linked and integrated into citizen data according to the local digital transformation project to help quickly retrieve data to serve the management, inspection and control of IUU.
Along with that, Khanh Hoa has invested in a fishing vessel monitoring system located at the Fisheries Sub-Department to monitor fishing vessel activities 24/7 during fishing operations at sea, promptly alerting fishermen when the fishing vessel monitoring signal is lost, when operating near the permitted fishing boundary at sea. Khanh Hoa authorities have applied technology to quickly transmit information related to policies and guidelines in the fisheries sector to each ship owner, captain, and fisherman.
According to Mr. Hoang, Khanh Hoa is the leading locality in implementing the Electronic Traceability System for Exploited Seafood (eCDT software). Since the start of implementing the eCDT software in March 2024, by the end of September 2024, Khanh Hoa province has granted 197 accounts on this system to state management agencies, enterprises, seafood purchasing and processing facilities; hundreds of ship owners have installed the eCDT application. Khanh Hoa is also the first locality to install 4 kiosk tablets with eCDT software installed at representative offices for fisheries inspection and control at ports. The locality is also a pioneer in controlling fishing vessels and seafood output on eCDT software when it has carried out the prescribed procedures through this software for 3,289 fishing vessels departing from port, 2,894 fishing vessels entering port, issued 762 seafood loading and unloading receipts, issued 67 certificates of origin of exploited seafood materials; 2 certificates of exploited seafood materials.

At the inspection of the anti-IUU fishing work at Hon Ro port (Nha Trang city) on October 15, 2024, Mr. Hoang requested the locality to urgently, resolutely, and responsibly carry out assigned tasks related to fleet management. Especially for fishing vessels with expired fishing licenses, not yet installed with fishing vessel monitoring equipment, expired registration, not yet issued or expired food safety certificates for fishing vessels, vessels with temporarily suspended connection to the monitoring equipment, vessels that regularly operate in other provinces...
For 164 fishing vessels that have temporarily suspended connection to their journey monitoring devices, the leaders of Khanh Hoa Provincial People's Committee assigned the People's Committee of Nha Trang City to urgently direct the People's Committees of communes and wards to inspect, verify, and grasp the location of each fishing vessel, with images, coordinates, and phone numbers of the vessel owners for strict management. For fishing vessels that frequently change fishing grounds, the Department of Agriculture and Rural Development is requested to urgently consult documents for the Khanh Hoa Provincial People's Committee to send to the People's Committees of neighboring provinces for coordination in management according to the coordination regulations signed with neighboring provinces...
At the same time, Khanh Hoa Provincial People's Committee requested the Chairmen of the People's Committees of districts, towns and cities to focus on directing and taking responsibility before the Chairman of the Provincial People's Committee for implementing the task of combating IUU fishing in the locality and taking responsibility if violations occur or the assigned tasks are not completed.
