The Government Office has just issued Notice 215/TB-VPCP dated June 8, 2023, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting of the Working Group on the Long Thanh International Airport Construction Investment Project Phase 1.

Early handover (in June 2023) for the area for construction routes and land area for phase 2

Regarding the project of land acquisition, compensation, support and resettlement of Long Thanh International Airport, the progress of site clearance is a prerequisite to ensure the progress of the project. The Deputy Prime Minister requested relevant agencies to seriously implement and closely coordinate during the implementation process. The People's Committee of Dong Nai province urgently implements and proactively hands over the site to investors of component projects and relevant units to implement the construction.

The Vice Chairman of Dong Nai Provincial People's Committee, a member of the Working Group, directly directed and mobilized the political apparatus in a spirit of determination, fairness, impartiality, and transparency in the process of implementing site clearance work, ensuring the rights of the people and complying with the provisions of law; early handover (in June 2023) of the area for construction routes and the land area for phase 2 (the area next to the Passenger Terminal is about 300 hectares).

The Ministry of Transport directed ACV to study the implementation plan for phase 2 so as not to affect the operation and exploitation of the airport.

The Ministry of Transport proactively contacted the National Assembly Office to promptly report to the National Assembly on the adjustment of the Long Thanh International Airport Land Acquisition, Compensation, Support and Resettlement Project. The Dong Nai Provincial People's Committee actively and proactively coordinated with the Ministry of Transport during the National Assembly's review of the project adjustment dossier.

Regarding the recommendations of the People's Committee of Dong Nai province, including the content of capital advance, the People's Committee of Dong Nai province proactively worked with the Ministry of Planning and Investment and the Ministry of Finance to review, consider and propose to the Prime Minister.

Regarding the level of support when the State reclaims land to implement the Project in Official Dispatch No. 5230/UBND-KTNS dated May 26, 2023, the Deputy Prime Minister assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Finance to propose to the Prime Minister before June 10, 2023.

Regarding the resettlement of Bien Hoa - Vung Tau expressway to Loc An - Binh Son resettlement area, it is requested that the People's Committee of Dong Nai province study legal regulations, determine the decision-making authority, and report to the Prime Minister.

ACV closely coordinates with Dong Nai Provincial People's Committee in the process of land acquisition and handover of construction sites.

Investors are proactive, urgent, and focus on implementing component projects.

Regarding the implementation of the Long Thanh International Airport Construction Investment Project Phase 1, the Investors proactively, urgently, and focus on implementing component projects and construction items, ensuring progress, quality, and techniques; and coordinating with the People's Committee of Dong Nai province in the work of receiving and handing over the site.

The selection of contractors for the Passenger Terminal package must be public and transparent, ensuring the selection of the best contractor, without discrimination against contractors. The construction contract must fully demonstrate the necessary conditions to ensure the progress and quality of the project, with clear regulations on rewards/penalties, and eliminate contractors who do not meet the requirements.

ACV proactively worked with the People's Committee of Dong Nai province in the process of protecting against re-encroachment of land on an area of ​​5,000 hectares and implementing the construction of fences.
