On April 14, 2025, Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee and Deputy Head of the Standing Committee of the Central Steering Committee (Steering Committee) on summarizing Resolution No. 18-NQ/TW (dated October 25, 2017 of the Party Central Committee (term XII) on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently) signed and issued Plan No. 47-KH/BCĐ (Plan No. 47) of the Steering Committee on implementing the arrangement and merger of provincial and communal administrative units and organizing the 2-level local government system.

The plan clearly states the implementation of Resolution No. 60-NQ/TW, dated April 12, 2025 of the 13th Party Central Committee on continuing to reorganize the apparatus of the political system; in order to ensure the implementation on schedule, achieve the goal of streamlining, efficiency, effectiveness, and efficiency associated with the successful organization of party congresses at all levels towards the 14th National Congress of the Party, the Central Steering Committee on summarizing Resolution 18 (hereinafter referred to as the Steering Committee) issued the Plan to implement the arrangement and merger of provincial and communal administrative units and the organization of the 2-level local government system as follows:

Purpose, requirements

Organize to thoroughly grasp the principles, requirements and effectively implement the tasks and solutions on building and perfecting the apparatus of the political system in Resolution No. 60-NQ/TW, dated April 12, 2025 of the 13th Party Central Committee and the conclusions and directions of the Politburo and the Secretariat. Carry out political and ideological work well, create high solidarity and unity among cadres, party members, civil servants, public employees, and workers, and consensus in society on policies, orientations and the organization and implementation of streamlining the apparatus, improving the efficiency, effectiveness and efficiency of the operations of agencies, units and organizations in the political system.

The assignment of work must be linked to the functions, tasks, responsibilities and promote the proactive and active role of agencies, units and localities. At the same time, it is necessary to specifically determine the work contents, completion deadlines and responsibilities of agencies and units at the Central level, provincial Party Committees, municipal Party Committees and Party Committees directly under the Central Committee to ensure timely, synchronous, unified, quality and effective implementation.

Implementing organization

1. Party committees, party organizations, agencies, units and leaders

(1) Closely follow the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; proactively and actively do a good job of disseminating, propagating, mobilizing, orienting ideology and public opinion, ensuring solidarity, consensus, and high unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life.

(2) Focus on directing and promptly concretizing the plan according to functions, tasks and authority; resolutely deploy tasks, assign specific responsibilities in the implementation organization to ensure completion according to plan; at the same time, ensure that agencies, units and organizations before, during and after the arrangement operate continuously, smoothly, effectively, efficiently and effectively, without interrupting work, leaving tasks, areas and fields vacant and affecting the normal activities of agencies, units, organizations and society.

(3) Strongly apply information technology and digital transformation to reform the organization and operations of agencies and units; promptly digitize documents, comprehensively innovate the handling of administrative procedures, improve the quality of online public services and digital services for people and businesses.

(4) Strictly control the situation, ensure security and order in the areas, absolutely do not allow mass complaints or hot spots or complications to occur.

(5) Closely, promptly, synchronously, effectively and proactively coordinate, strengthen inspection, supervision and monitoring of the implementation of assigned tasks in this Plan; commend and reward organizations and individuals who effectively perform and strictly and promptly handle organizations and individuals who do not perform or do not perform in accordance with regulations, and do not achieve the goals of arranging and merging provincial and communal administrative units and organizing the 2-level local government system.

(6) From April 16, 2025 to October 31, 2025, periodically report on the progress of implementing tasks and projects to the Steering Committee (through the Central Organizing Committee) before 3:00 p.m. every Wednesday, so that the Central Organizing Committee can synthesize and report to the Politburo and the Secretariat every Friday.

2. The Central Organizing Committee presides over and coordinates with relevant Party committees, agencies and units to assist the Steering Committee in:

(1) Regularly monitor, grasp the situation, and provide opinions (when necessary) during the implementation of tasks of Party committees, agencies, and units to ensure the progress and policies of the Central Executive Committee, Politburo, Secretariat, and Steering Committee.

(2) Timely adjust and supplement the contents, tasks, and implementation progress in the Plan to ensure close adherence to the leadership and direction of the Politburo and Secretariat and in accordance with the practical situation./.
