These subjects, with many sophisticated tricks, preyed on the greed and ignorance of many people, and attracted many people, especially young people and the elderly, to participate in buying and selling many items.
These incidents not only cause social insecurity and disorder, causing bad public opinion, but also directly affect the reputation of state agencies in the district because they agreed to organize locally.
According to the investigation of Lao Dong reporter on November 26, in Bac Giang province, there are currently 15 enterprises that have been confirmed to register for multi-level sales activities. These are all enterprises from other provinces, with headquarters in provinces and cities such as Hanoi, Ho Chi Minh City, Hai Duong and Binh Duong.
Regarding this activity, the Department of Industry and Trade of Bac Giang province also issued a document to strengthen the management of multi-level sales activities in the area.
Accordingly, the Department of Industry and Trade requested the People's Committees of districts and cities to pay attention to directing departments, affiliated units, People's Committees of communes and towns to strengthen propaganda and dissemination of legal regulations on multi-level business activities to local people.
Announce illegal acts and tricks related to multi-level marketing activities so that people know, are vigilant, and take precautions.
Localities must educate cadres, civil servants, public employees, and workers and encourage people to be cautious, carefully check the legality, and not participate in multi-level investment and business activities that have not been licensed by state agencies.
Arrange and set up a hotline to receive information provided and reflected by people related to forms of taking advantage of multi-level business activities to defraud and mobilize capital in violation of the law as prescribed in Decision No. 46/2020 of the Provincial People's Committee.
Direct the Economic - Infrastructure Department to preside over and coordinate with relevant agencies and units to promote inspection and supervision of the organization of conferences, seminars, and training on multi-level sales and multi-level sales activities of enterprises in the area.
Strictly handle according to authority or information, promptly report to competent authorities for illegal multi-level sales activities or taking advantage of multi-level business models to conduct fraudulent activities, causing complications in security and order, affecting the rights of consumers.
The Department of Industry and Trade requests that businesses registered for multi-level sales activities in the province strictly comply with the provisions of Decree 40/2018 and Decree 18/2023 of the Government and relevant current legal documents.
Strengthen self-inspection and supervision of multi-level sales activities of distribution networks and multi-level sales participants of units and enterprises.
Closely coordinate with the Department of Industry and Trade and People's Committees of districts, cities, local agencies and functional units in inspecting and supervising multi-level sales activities.
Promptly inform and report when detecting cases of multi-level marketing disguised or taking advantage of the multi-level marketing model to defraud, appropriate assets, and affect the rights and operations of legitimate multi-level marketing businesses.
