The conference provided comments on the draft of a number of reports and resolutions submitted at the 16th and 17th sessions of the 15th Provincial People's Council.

On the morning of November 2, the Provincial People's Committee held a conference to provide comments on the draft reports, proposals, and resolutions to be submitted to the 16th and 17th sessions of the 15th Provincial People's Council. Comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the conference. Also attending were leaders of relevant departments, branches, sectors, and localities.

The conference listened to and commented on the drafts: Report on the results of public reception and settlement of complaints and denunciations in 2023 and directions and tasks in 2024; Report on the results of anti-corruption work in 2023 and tasks in 2024; State financial report of Ninh Binh province in 2022; Submission and Resolution on supplementing the provincial budget in 2023 for Tam Diep city to implement works and projects; Submission and Resolution on adjusting the Forest Protection and Development Plan of Ninh Binh province for the period 2013-2020;

Report, Resolution amending and supplementing a number of articles of the Regulation on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue sharing among local government budgets of Ninh Binh province issued together with Resolution No. 94/2021/NQ-HDND dated September 27, 2021 of the People's Council of Ninh Binh province and Resolution No. 80/2022/NQ-HDND dated December 9, 2022 of the People's Council of Ninh Binh province amending and supplementing a number of articles of the Regulation on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue sharing among local government budgets of Ninh Binh province issued together with Resolution No. 94/2021/NQ-HDND dated September 27, 2021 of the People's Council of Ninh Binh province;

Report and Resolution on approving prices of irrigation public services and products under the management of Ninh Binh province in 2023; Report and Resolution on approving land price adjustment coefficient in 2024 to determine specific land prices for calculating land use fees, land rent, starting price for auctioning land use rights in Ninh Binh province;

Report, Resolution amending "Environmental protection fee for mineral exploitation" in sub-section XV, section A Regulations on collection, exemption, reduction, collection, payment, management and use of fees and charges in Ninh Binh province issued together with Resolution No. 35/2016/NQ-HDND dated December 14, 2016 of Ninh Binh Provincial People's Council; Report, Resolution regulating support levels for district and commune-level administrative units implementing reorganization in Ninh Binh province.

Participating in contributing opinions, delegates expressed high agreement with the content stated in the draft reports, submissions, and resolutions.

At the same time, discuss and clarify some contents on the legal basis for drafting resolutions, as well as the authority, order, procedures, and content to ensure that the promulgation complies with the provisions of law.

Concluding the conference, Vice Chairman of the Provincial People's Committee Tran Song Tung acknowledged the responsible contributions of the delegates and basically agreed with the content of the draft reports, submissions and resolutions that were reviewed and commented on at the conference.

Regarding the Report on the results of citizen reception and complaint and denunciation settlement in 2023 and the direction and tasks for 2024, he requested the drafting unit to clarify and highlight the results achieved in citizen reception and complaint settlement of the province in the past time.

For the draft Proposal and Resolution regulating the support level for district and commune-level administrative units implementing the arrangement in Ninh Binh province, it is necessary to supplement the legal basis and practical basis on resources for promulgation, ensuring scientific, feasible and effective nature.

He also requested that the departments and branches assigned to preside over the drafting of reports, submissions, and resolutions receive comments from delegates and continue to closely coordinate with relevant agencies to complete them before submitting them to the 16th and 17th sessions of the 15th Provincial People's Council.
