On the morning of April 17, at the headquarters of the Ministry of Public Security, the Central Party Secretariat held a conference to disseminate Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive 36-CT/TW of 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat.

Attending the conference at the central bridge were comrades: Tran Cam Tu, Politburo member, Standing member of the Secretariat; General Luong Tam Quang, Politburo member, Minister of Public Security; Le Thanh Long, Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control. The conference was broadcast live to the bridge points of the People's Committees at the provincial, district and commune levels nationwide with more than 376,000 delegates attending.

Attending the conference at the bridge point of the Quang Ninh Provincial People's Committee were comrades: Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee; leaders of the Provincial People's Committee; representatives of leaders of departments, branches, sectors of the Fatherland Front and socio-political organizations of the province.

At the conference, delegates from the connecting points heard a quick report on the results after 5 years of implementing Directive 36-CT/TW in 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat. It emphasized the complicated developments, especially on the land, sea, air borders, and cyberspace... regarding the drug crime situation; the risk of drug "demand" that has not been thoroughly resolved; some limitations in the work of reviewing, counting statistics and managing the number of drug addicts and illegal drug users; the management of conditional investment and business sectors and professions on security and order is still lacking, potentially posing a risk of drug crimes and social evils...

Also at the conference, delegates were briefed on the core and central contents of Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive 36-CT/TW of 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat. Representatives of ministries, branches and localities also gave speeches, analyzed and clarified some contents, analyzed existing problems and limitations and proposed solutions; shared experiences and approaches in drug prevention, control and combat work, etc.

In his concluding remarks at the conference, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, emphasized a number of key tasks in implementing Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo to prevent, combat and control drugs. In particular, he noted the need to continue strengthening the Party's leadership, improving the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in preventing, combating and controlling drugs; Improve the effectiveness of crime and drug prevention work, promote drug prevention and control propaganda with content, forms, measures and means suitable for each target group, focusing on key areas and localities with complicated drug problems, high-risk groups, especially youth, teenagers, students, workers, laborers in industrial parks, export processing zones, areas implementing large-scale projects...; organize a general review of drug addicts and illegal drug users to correctly assess the current situation, have strict management measures; comprehensively and synchronously deploy measures to grasp the drug crime situation early, from afar, from the grassroots, especially in border areas, border gates, at sea, on air routes and in cyberspace...

At the same time, improve the effectiveness and efficiency of state management of security and order, especially border management, management of sea and island areas, import and export management, management of conditional business sectors and services sensitive to security and order; improve and enhance the capacity of organization, staffing, and highly qualified human resources in drug crime prevention and control agencies and specialized forces on drug prevention and control; strengthen international cooperation, especially with neighboring countries in the fight against, combat against and control of drugs; focus on fighting joint projects and fighting and preventing drug transportation...

Regarding the recommendations and proposals of ministries, branches and localities, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, requested the Central Public Security Party Committee to closely coordinate with the Central Party Office to answer and consider solutions, especially for recommendations to remove obstacles in mechanisms, institutions, policies and laws. At the same time, he requested to mobilize the entire political system and the people to join efforts to prevent, combat and control drugs, striving to have at least 50% of commune-level administrative units nationwide "drug-free" by the end of 2030.
