Comrade Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the conference. Also attending were leaders of the Provincial Vietnam Fatherland Front Committee, a number of Committees of the Provincial People's Council; and relevant departments and branches.

At the conference, delegates listened to the leaders of the Provincial Inspectorate present the Draft Report on the results of anti-corruption work in the first 6 months of the year, tasks for the last 6 months of the year; Draft Report on the results of citizen reception and settlement of citizen complaints and denunciations in the first 6 months of the year, tasks for the last 6 months of the year.

The leaders of the Department of Finance presented draft reports on the implementation of the State budget revenue and expenditure tasks in the first 6 months of the year, tasks for the last 6 months of 2024; the use of provincial budget reserves and the provincial financial reserve fund in the first 6 months of the year, tasks for the last 6 months of 2024; the practice of thrift and anti-waste in the first 6 months of the year, tasks for the last 6 months of 2024.

Along with that are 3 draft Reports and Resolutions on approving the Land Price Adjustment Coefficient in 2024 in Ninh Binh province; Regulations on the level of expenses for reception, visits and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Ninh Binh province; targeted supplement of the 2024 provincial budget for districts and cities to implement regimes, policies, target programs and tasks (phase 3).

Participating in giving opinions at the conference, delegates basically agreed with the content of the draft Report, Submission, Resolution and believed that these contents should be issued soon, contributing to promoting the socio-economic development of the province. At the same time, some opinions suggested that some contents should be supplemented and clarified.

Specifically, in the report on the results of citizen reception and settlement of complaints and denunciations, although positive results have been recorded, there are still some limitations and the report needs to provide more specific and clear solutions to improve the quality of complaint and denunciation settlement as well as citizen reception.

The report on the results of anti-corruption work needs to include more specific data to demonstrate more clearly the effectiveness of anti-corruption work... In addition, the delegates also clarified some contents on legal basis, authority, order, procedures... to ensure the issuance of documents in accordance with the provisions of law; suggested reviewing and correcting some words in the draft Reports, Submissions, and Resolutions to be more appropriate and accurate.

Concluding the conference, Vice Chairman of the Provincial People's Committee Tran Song Tung highly appreciated the sense of responsibility of the agencies in charge of drafting the draft Reports, Submissions, Resolutions and the enthusiastic contributions of the delegates at the conference.

The Vice Chairman of the Provincial People's Committee also discussed and requested the drafting agencies to clarify some contents about the results as well as the causes of the existing problems and limitations in the work of preventing and combating corruption because this is an issue that the Party, State and People are very concerned about.

Budget revenue and expenditure need to be based on the actual situation, especially in the context of the country's economy in general and the province's economy in particular still facing many difficulties and challenges. Therefore, the report needs to highlight solutions in the last months of the year to save expenses; remove difficulties for the business community, create sustainable revenue sources; promote disbursement of public investment capital... to contribute to the completion of the socio-economic development goals set at the beginning of the year.

He requested that the agencies in charge of drafting the draft Reports, Submissions, and Resolutions continue to synthesize the opinions and proposals of the delegates for consideration and completion before submitting them at the upcoming session of the Provincial People's Council.
