BTO-Continuing the conference program on the morning of June 28, delegates focused on discussing a number of difficulties and problems related to the three pillars of the province: Industry - agriculture and tourism. Thereby, proposing and recommending solutions to effectively implement the tasks of promoting the socio-economic development of the province, contributing to the completion and exceeding of the goals, targets and tasks set by the province.
Accordingly, delegates said that in the first 6 months of the year, the progress of compensation and site clearance for projects, although strongly directed, has not yet met the requirements, especially at some key projects and industrial parks. Difficulties and inadequacies in determining land prices, compensation, land recovery, support, resettlement arrangements, land allocation and land lease have been slow to be resolved, leading to many projects and works not completing land procedures.
In addition, the delegates also analyzed scenarios to implement the plan, aiming to achieve a GRDP growth rate of 8% - 8.5% in 2024. The delegates discussed how to attract capable and visionary investors to implement large projects contributing to tourism development. At the same time, support businesses to overcome difficulties, improve quality and diversify services and products so that the tourism industry can develop commensurate with its role as one of the three economic pillars of the province. In addition, the delegates also gave opinions on solutions to promote disbursement of public investment capital, increase budget revenue; administrative reform, especially administrative procedure reform...
Concluding the conference, Provincial Party Secretary Nguyen Hoai Anh assessed that all levels and sectors in the province have closely followed the goals and tasks stated in Resolution No. 15-NQ/TU, dated December 4, 2023 of the Provincial Party Committee.
At the same time, frankly pointed out that the province's economic growth in the first 6 months of the year is still low compared to the growth target for 2024. The progress of investment in infrastructure of industrial parks is still slow. The work of establishing and adjusting various types of planning is still prolonged, in which the progress of construction and approval of general planning, zoning planning, and detailed planning is still slow, affecting the implementation of investment projects, especially tourism projects. The security and order situation is sometimes and in some places still potentially complicated. The settlement of petitions and pending cases related to land, religion, and the enforcement of effective administrative judgments of the court... is not effective...
Regarding tasks and solutions for the coming time, the Provincial Party Secretary requested all levels and sectors to closely follow the Resolution of the Provincial Party Congress for the 2020-2025 term; Resolution No. 15-NQ/TU, dated December 4, 2023 of the Provincial Party Committee (term XIV), focusing on key tasks: Urgently review, amend, supplement, and promulgate new regulations under the province's authority on planning, land, environment... in accordance with regulations, especially promulgating regulations on compensation, support, and resettlement when the State reclaims land according to the 2024 Land Law. Effectively implement the Binh Thuan Provincial Planning for the 2021-2030 period, with a vision to 2050; speed up the progress of establishing, appraising, and approving general planning, zoning planning, detailed planning... to ensure consistency with land use planning and plans. In addition, the Provincial Party Secretary requested to speed up the progress of compensation and land recovery for projects, especially industrial zones and clusters, to create conditions to attract secondary projects, generate revenue for the budget and create jobs for local workers. Increase the attraction of capable, experienced and branded investors to implement large projects, contributing to tourism development.
At the same time, it is necessary to implement solutions to mobilize, foster, and exploit revenue sources well, increase land use fees, complete land price determination to organize land use rights auctions, and bid to select investors using land for qualified projects.
Regarding the health sector, the Provincial Party Secretary requested special attention and effective implementation of the Project on developing the health sector in Binh Thuan province until 2025, with a vision to 2030; the Project on developing the Provincial General Hospital to meet Grade I standards, period 2023 - 2028. This contributes to meeting the conditions of facilities and medical examination and treatment needs of people in the province.
In addition, Secretary Nguyen Hoai Anh requested to improve the effectiveness of state management, especially to enhance the responsibility of cadres, civil servants and public employees. Promote administrative reform associated with digital transformation in all fields, contributing to improving the PCI, PAR INDEX, SIPAS, PAPI indexes. Implement well the local military and defense work; organize provincial and district defense area drills in 2024, ensure security and order in the area...
