Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee; delegates of the Provincial People's Council from 21 delegation groups and invited delegates.
At the meeting, the Provincial People's Council discussed and commented on 35 reports, unanimously passed 33 specialized resolutions in various fields and 2 resolutions on personnel work of the Provincial People's Committee, ensuring stability, innovation and development of the province in 2024 and the following years.
The meeting discussed the situation and results of the implementation of socio-economic development tasks, state finance and budget, and public investment in 2023 and passed a Resolution on the socio-economic development plan, state budget estimates, budget allocation plan, and public investment plan in 2024.
The Provincial People's Council discussed and reviewed the report on the results of thematic supervision of the implementation of resolutions on mechanisms and policies for investment in socio-economic development in the province from the beginning of the 2021-2026 term to present.
On that basis, the meeting unanimously passed a Resolution to improve the effectiveness of implementing resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in Nghe An province.
The Provincial People's Council conducted a question on the content: "Management and effective use of land originating from state-owned farms and forestry farms and Youth Volunteer Teams. Current situation, causes and solutions to enhance the effectiveness of management and effective use of land in the coming time". The Director of the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development and leaders of other departments and branches answered the questions.
The Provincial People's Council also questioned the content: "Solutions to develop Nghe An tourism into a spearhead economic sector in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045". The Director of the Department of Tourism and leaders of other departments and branches answered the questions.
On behalf of the chair, delivering the closing speech of the session, Chairman of the Provincial People's Council Thai Thanh Quy emphasized that the results achieved in 2023, along with the spirit of solidarity and consensus in the entire Party, government and people being increasingly promoted, the Provincial People's Council strongly believes and expects the province to seize opportunities, overcome challenges, and achieve the highest socio-economic development plan in 2024, contributing significantly to the successful implementation of the plan for the entire period of 2021 - 2025.

1. Resolution on the 2024 socio-economic development plan.
2. Resolution on public investment plan for 2024.
3. Resolution on supplementing the list and adjusting the medium-term public investment plan for the period 2021 - 2025 from local budget sources.
4. Resolution on the development investment capital plan from the Central Budget to implement 3 National Target Programs in 2024 in Nghe An province.
5. Resolution on investment policy of the project: Renovation and upgrading of DT.532, section Km0+00 – Km28+00.
6. Resolution giving opinions on adjusting the investment policy for the project of the Office of the Party Committee of the Bloc of Agencies of Nghe An province.
7. Resolution on adjusting the investment policy of the project: Construction of Hoang Mai Town Medical Center (phase 1).
8. Resolution approving the list of works and projects requiring land recovery according to regulations in Clause 3, Article 62 of the Land Law in Nghe An province.
9. Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law and Clause 2, Article 4 of Resolution No. 36/2021/QH15 of the National Assembly to implement works and investment projects in Nghe An province.
10. Resolution regulating the collection rate and unit of calculation of environmental protection fees for mineral exploitation in Nghe An province.
11. Resolution promulgating regulations on the division of environmental protection expenditure tasks in Nghe An province.
12. Resolution on the policy of converting forest use to other purposes to implement projects in Nghe An province.
13. Resolution approving the settlement of state budget revenue in the locality and settlement of local budget expenditure in 2022.
14. Resolution on the estimated state budget revenue in the locality, local budget expenditure and local budget allocation plan for 2024.
15. Resolution regulating the level of state budget expenditure for a number of scientific and technological activities in Nghe An province.
16. Resolution promulgating the list of public career services using the state budget in the field of science and technology in Nghe An province.
17. Resolution approving the results of the review and systematization of the 2019 - 2023 period for Resolutions issued by the People's Council of Nghe An province.
18. Resolution to abolish a number of resolutions issued by the People's Council of Nghe An province.
19. Resolution on merging, naming, and renaming blocks and villages in wards and communes in Vinh city and Dien Chau district.
20. Resolution on approving the total number of employees and contract workers receiving salaries from the budget in public service units and Association organizations in 2024.
21. Resolution on assigning the number of cadres, civil servants and part-time workers at the commune level in Nghe An province in 2024.
22. Resolution on assigning civil servant positions in state administrative agencies and organizations of Nghe An province in 2024.
23. Resolution stipulating the titles and allowances for part-time workers at the commune, village, hamlet, block, and commune levels; monthly support levels for people directly participating in activities at the village, hamlet, block, and commune levels; and allocation norms for operating budget estimates of commune-level socio-political organizations in Nghe An province.
24. Resolution promulgating the list of public career services using the state budget in the field of information and communication in Nghe An province.
25. Resolution regulating the policy to support the training of Lao students studying abroad under the educational and training cooperation agreement between Nghe An province of the Socialist Republic of Vietnam and provinces of the Lao People's Democratic Republic studying at educational institutions in Nghe An province.
26. Resolution regulating the form of documents and procedures for selecting precious medicinal herb projects under the content of Investment support for the development of precious medicinal herb growing areas under the National Target Program on socio-economic development of ethnic minority and mountainous areas in Nghe An province for the period 2021 - 2030; Phase I from 2021 to 2025.
27. Resolution on amending and supplementing Section 1 of Appendix 4 issued together with Resolution No. 05/2022/NQ-HDND dated June 24, 2022 of the Provincial People's Council stipulating principles, criteria, and norms for allocating state budget capital to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 and annually in Nghe An province.
