In the process of building new rural areas and implementing socio-economic development tasks, Hoanh Mo commune has paid special attention to and effectively implemented the movement "All people unite to build a cultural life". Thanks to that, the level of cultural enjoyment and spiritual life of the people has been constantly improved.

The activities of the Then singing and Tinh lute club in Hoanh Mo commune are always full of members and filled with laughter. Since its inception, the communal cultural house has gradually become a regular weekly meeting place for those who are passionate about the art of Then singing and Tinh lute to meet, exchange and discuss. Together, they edit each song’s lyrics and instrument’s sound, and compose new Then songs, thereby contributing to the preservation and conservation of Then singing and Tinh lute melodies.
In 2012, with the trust of the commune, folk artist Tran Siu Thu, who is also a prestigious person in the commune, stood up to establish the Then singing - Tinh lute club, making the Hoanh Mo club one of the earliest established traditional art clubs in Binh Lieu. Folk artist Tran Siu Thu shared: “Initially, the club only had a few people, now the number of members has increased to 38 people. Not only do we maintain regular weekly activities, actively participate in performances in the commune and district programs, but when mobilized, we also perform in the province. The Then singing - Tinh lute club of Hoanh Mo commune also regularly has exchange programs with the Dong Tong art club, Phong Thanh Cang city (Guangxi, China). We are very excited and proud!”

In 2020, the Hoanh Mo commune cultural house was completed and put into operation, becoming a regular meeting place for many people. Every afternoon, the cultural house is bustling with the voices and laughter of volleyball and table tennis teams, the sound of children playing... This is also a place where commune officials meet, propagate and exchange with people about the Party's policies and the State's laws and policies, where members of the Farmers' Association show each other new techniques and share agricultural production experiences such as piloting orange and dragon fruit growing models, or community tourism development models associated with preserving traditional houses...
Such rich and effective activities are partly due to the fact that in 2022, the Hoanh Mo Commune Cultural House was selected by the Department of Culture and Sports to build a pilot model to improve the effectiveness of cultural and sports institutions at the commune level. Accordingly, the Department of Culture and Sports organized a training conference in the commune to guide the organization of cultural and sports activities. At the same time, it compiled documents guiding activities, guiding the improvement of the organizational apparatus, regulations, and internal rules of operation, and guiding the practice of some basic skills to maintain and develop the cultural and sports movement.
To date, Hoanh Mo commune has 6 art clubs, including 1 commune-level club and 5 village-level clubs with a total of over 150 members. 14/14 villages have cultural houses that meet the prescribed standards. The rate of cultural families will reach 95.1% in 2024. Building a cultural life in Hoanh Mo is not only a destination but also a driving force for sustainable socio-economic development and helps the commune complete the goals of building a new rural area.

Mr. Giap Van Ngon, Chairman of the People's Committee of Hoanh Mo commune, said: The movement "All people unite to build a cultural life" has a positive impact on many aspects of the commune's life and society, especially in building a new rural area, not only helping to build a cultural environment but also helping to build a great solidarity bloc among the people, mobilizing people's participation in carrying out common tasks. In 2023, to complete the 3.7km long Na Choong inter-village road, households in Na Choong and Ngan Cam villages donated 3.95 hectares of land, nearly 500 star anise trees, 7,500 cinnamon, acacia, eucalyptus trees... This year, to start the construction of a 1.4km long road leading to the production forest in Dong Thanh village, people also donated 1.3 hectares of forestry land, 120 star anise trees, and 180 pine trees. At the 4th Quang Ninh Provincial Ethnic Minority Congress - 2024, the people and officials of Hoanh Mo commune were awarded a certificate of merit by the Chairman of the Provincial People's Committee for their outstanding achievements contributing to the socio-economic development of ethnic minority and mountainous areas of Quang Ninh province, period 2019-2024".
Also according to Mr. Ngon, in 2025, when Hoanh Mo strives to reach the model NTM finish line, the commune will continue to focus on implementing in depth and key the movement "All people unite to build a cultural life", considering this both a driving force and a goal for Hoanh Mo to improve the quality of criteria, building Hoanh Mo into a border commune with both a developed people's life and a rich cultural identity.
