The objective of the Resolution is to institutionalize and fully implement the viewpoints, goals, tasks and solutions set out in Resolution No. 57-NQ/TW; identify specific tasks for ministries, branches and localities to develop action plans, organize implementation, inspect, supervise and evaluate the implementation of Resolution No. 57-NQ/TW, realize the goal of making national science, technology, innovation and digital transformation (S&T, ST and CDS) the leading important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.

In order to achieve the goals set out in Resolution No. 57-NQ/TW, in the coming time, in addition to regular tasks, the Government requires ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities to specify and organize the implementation of specific tasks, such as: Raising awareness, making breakthroughs in innovation of thinking, determining strong political determination, resolutely leading and directing, creating new impulses, new momentum in the whole society for the development of science, technology, innovation and national digital transformation; urgently and resolutely perfecting institutions, eliminating all thoughts, concepts, and barriers that are hindering development, turning institutions into a competitive advantage in the development of science, technology, innovation and digital transformation; increasing investment and perfecting infrastructure for science, technology, innovation and national digital transformation; Develop and make good use of high-quality human resources and talents to meet the requirements of national science, technology, innovation and digital transformation development; promote digital transformation, apply science, technology and digital transformation in the activities of agencies in the political system, improve the effectiveness of national governance, the effectiveness of state management in all fields, ensure national defense and security; strongly promote science, technology, innovation and digital transformation activities in enterprises; strengthen international cooperation in the development of science, technology, innovation and digital transformation.

The Ministry of Science and Technology shall preside over and coordinate with ministries, branches and localities to monitor and urge the implementation of the Action Program, promptly report and recommend to the Government and the Prime Minister necessary measures to ensure synchronous and effective implementation of the Action Program; closely follow the relevant contents in the working programs of the Party Central Committee, the Politburo, the Secretariat, the National Assembly and the National Assembly Standing Committee to carry out reporting according to regulations...

Resolution 71/NQ-CP 2025 takes effect from the date of signing and replaces the Government's Action Program issued in Resolution 03/NQ-CP dated January 9, 2025 of the Government.

The contents implemented according to the Action Program issued with Resolution 03/NQ-CP dated January 9, 2025 of the Government will continue to be implemented and updated according to the Action Program issued in this Resolution./.
