Bamboo forests in Tam Lu commune are well protected, cared for and developed.

Thanks to proper protection and care, the bamboo shoots are healthy and grow abundantly. Most households in the village have a stable income from bamboo and reed, averaging about 20 million VND/ha/year. 130 households out of 160 households in Hau village raise livestock and poultry, increasing their income. The lives of the villagers are better, they trust and support the policies of the Party and the State, and join hands with the local government to successfully build a model new-style rural village by 2020.

Tam Lu is the first commune of Quan Son district and the first border commune under Program 135 of Thanh Hoa province to complete the New Rural Construction in 2018. Currently, the commune has been focusing on propaganda and mobilizing people to build advanced new rural areas. Cadres and people in the commune are clearly aware of the operating mechanism of the Advanced New Rural Construction Program as "people do, people enjoy, using people's strength to take care of people". Not only has it overcome the mindset of waiting and relying on others, but it has also actively learned, visited, and proactively built many models of forest economic development and livestock farming under the forest canopy for quite high income. People have been proactive in environmental protection, food hygiene and safety; developing commodity production has brought quite high economic efficiency. Tam Lu commune currently has more than 2,082 hectares of bamboo forest and 1,600 hectares of well-developed bamboo forest. Forest management, protection and development are effective. The whole commune has 15 forest product processing facilities, not only purchasing raw materials for people but also creating jobs and stable income for nearly 200 direct workers and 600 indirect workers.

In 2024, the commune's forestry production value will reach more than 20.5 billion VND. The total livestock herd will grow with 306 buffaloes and cows; 1,330 pigs, goats and tens of thousands of poultry; the average income per capita of the commune will reach 36 million VND. Infrastructure continues to receive investment attention. The quality of cultural and social activities is effective, social policies are fully and promptly implemented. National defense and security are stable, border security and forest security are ensured; foreign affairs are regularly exchanged. Party building and the political system are improved and operate effectively. The movement to practice a cultural lifestyle, the movement to donate land to expand roads, ensure environmental sanitation, actively build green fences, develop OCOP products, build areas free of crime and drug abuse... are increasingly widespread. Tam Lu commune has achieved 9/19 advanced NTM criteria.

Quan Son district has paid attention to leading, directing and supporting Tam Lu commune to strive to reach the advanced NTM target by June 2025. Since the beginning of 2025, many infrastructure projects have been and are being implemented, such as the project to build a rigid bridge across Lo River (in Hau village); the project to upgrade the road from National Highway 217 to the communes of Tam Lu and Tam Thanh; the project to build a road from Hau village to Tinh village (Tam Lu commune). In addition, a number of inter-village and intra-village road projects, centralized domestic water works, etc. are urgently being implemented.

Implementing the National Target Program on New Rural Construction, the Party Committee and the government of Quan Son district have focused on propaganda so that cadres and people in the area are clearly aware of the operating mechanism of the New Rural Construction Program, which is "people know, people do, people enjoy, using people's strength to take care of people". Party committees and authorities at all levels play the role of organizing, guiding and supporting the implementation. The Steering Committee of the National Target Programs of the district is always close to the grassroots, grasps the situation, removes difficulties and obstacles, encourages communes to proactively overcome difficulties, and mobilizes all resources for New Rural Construction. With the attention, encouragement and timely support through support mechanisms and policies, integrating programs and projects of all levels, departments and branches, it has helped people in the village build roads, improve environmental sanitation, eliminate dilapidated thatched and bamboo houses; supporting cows, pigs, chickens to help people develop production,... Not only providing material support, the District Party Committee and the District People's Committee also sent cadres to "stay in the village" to eat and live together to directly mobilize, guide people to develop livestock farming, expand bamboo growing area, eliminate hunger, reduce poverty, strive to get rich, protect the environment, create open space, bright - green - clean - beautiful landscape, contributing to building new rural areas for Quan Son highland district.

New Rural Development must mobilize all resources. In addition to support capital from the Central, provincial, district, and attracting capital from enterprises, local counterpart capital plays a key role. The total mobilized capital for New Rural Development from 2021 to December 2024 in the whole district reached 1,410 billion 636 million VND. Of which, the central budget is 94 billion 628 million VND; the provincial budget is 47 billion 550 million VND; the district budget is 5 billion 480 million VND; the commune budget is 1 billion 700 million VND. The remaining capital is integrated from programs, projects, people's contributions, investment capital of enterprises, cooperatives, and credit loans.

From the mobilized capital, the district, communes and people have invested in building new and upgrading economic and social infrastructure works, such as: traffic, electricity system, irrigation, cultural houses, housing...; invested in developing production. The economic and social infrastructure in rural areas in Quan Son district has been invested in and built, creating a new look for the mountainous rural areas, gradually meeting the production needs and people's lives.

Quan Son district has restructured the agricultural and forestry sectors and identified key areas, key products, advantages and development potential to increase added value and sustainable development. Focus on converting inefficient crop areas to crops with high economic efficiency associated with building OCOP products.

Some agricultural production models have initially brought quite high economic efficiency, typically sturgeon farming in Son Dien commune, cage fish farming model, poultry farming in Trung Xuan commune, duck farming in Son Ha commune... The district is implementing the production model of growing yellow-heart manioc in Na Meo commune, to evaluate the effectiveness and replicate on a large scale. Currently, Quan Son district has 2/11 communes reaching the NTM finish line; 57/83 villages meeting NTM standards; 10 villages meeting model NTM standards. The whole district has 13 3-star OCOP products. In May 2025, the district completed the procedures to be recognized with 2 more 3-star OCOP products (Truong Van smoked beef jerky and Truong Van smoked pork jerky of Tam Lu commune).

From now until mid-2025, Quan Son strives to have 1 commune reaching the advanced NTM target (Tam Lu commune), 1 commune reaching the NTM target (Muong Min commune), 2 villages reaching the NTM target, 2 villages reaching the exemplary NTM target. Promoting the achieved results, overcoming the limitations of NTM construction in the recent period, focusing on quality, continuing to identify villages and hamlets as the core units in NTM construction associated with improving the quality of criteria for sustainable and effective NTM construction”.
