
On the morning of November 27, the Economic - Budget Committee of the Provincial People's Council continued to review draft resolutions related to the fields of natural resources - environment and science - technology to submit to the 17th session of the Provincial People's Council for the 2021 - 2026 term, held in early December 2023. Comrade Cao Tien Trung - Standing Member, Head of the Economic - Budget Committee of the Provincial People's Council chaired the review meeting.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial People's Committee and provincial departments and branches.
Reviewing 2 draft resolutions approving the list of works and projects requiring land recovery and the draft resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land to implement works and investment projects in Nghe An province; the issue that members attending the meeting were concerned about was the low rate of implementation of works and projects after the Provincial People's Council Resolution was issued related to the recovery and conversion of previous land use purposes; including works and projects using State budget capital.

Therefore, it is recommended that the advisory and appraisal agency, the Department of Natural Resources and Environment, carefully review before submitting to the Provincial People's Committee for decision to submit to the Provincial People's Council; at the same time, coordinate with all levels and sectors to prioritize capital allocation for implementation in order to increase the implementation rate of projects and works to recover and convert land use purposes.

The draft resolution approving the list of works and projects requiring land recovery as prescribed in Clause 3, Article 62 of the Land Law in Nghe An province, submitted by the drafting agency, the Department of Natural Resources and Environment, includes 421 works and projects in 20 districts, cities and towns, with a total area of more than 813 hectares, of which more than 276 hectares are rice fields.
Draft resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land to implement works and investment projects in the province, with a total converted area submitted to the Provincial People's Council for approval of more than 318 hectares of rice-growing land, protective forest land, and special-use forest land to implement 274 works and projects.
Reviewing the draft resolution on the policy of converting forest use purposes to other purposes to implement projects in the province, the Economic - Budget Committee of the Provincial People's Council also agreed to submit it to the Provincial People's Council for consideration and approval at the upcoming 17th session. Specifically, the draft resolution proposes to convert forest use purposes for more than 21 hectares of production forest land to implement 6 works and projects.

Reviewing the report of the Provincial People's Committee on the implementation of the National Target Program on new rural construction in the province in 2023 and tasks in 2024; the issue that Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi was concerned about was the quality and sustainability in new rural construction.
Comrade Nguyen Nhu Khoi said that the viewpoint of building new rural areas is that there is no stopping point, however, currently there are some communes that have met the new rural standards in the previous stage compared to the criteria issued in the current stage, but they have not met them, so it is necessary to be bold to remove the communes that have not met the standards from the list of qualified communes to ensure quality requirements. Similarly, there are many products that meet OCOP standards in the province, however, what needs more attention is to improve quality, trade and market.

The Economic - Budget Committee also reviewed a number of draft resolutions on environmental protection and science and technology. These include: Draft Resolution stipulating collection rates and units for calculating environmental protection fees for mineral exploitation; Draft Resolution on promulgating regulations on assigning environmental protection expenditure tasks; Draft Resolution approving the State budget expenditure levels for a number of science and technology activities; Draft Resolution approving the List of public career services using the State budget in the field of science and technology in Nghe An province.
