Speaking at the closing ceremony of the National Conference summarizing the work of the People's Councils of provinces and centrally-run cities in 2023 and deploying the work plan for 2024, National Assembly Chairman Vuong Dinh Hue said that after a day of active and urgent work, the Conference completed all the contents of the proposed program with 18 opinions and presentations.

The National Assembly Chairman highly appreciated the contributions of the People's Councils of localities to the common achievements of the country and to the socio-economic development of localities; emphasizing that if in 2022 there was a "fresh breeze" in the activities of People's Councils at all levels, this year it has further affirmed that the "fresh breeze" has a wider scope, more spread, better results and is more uniform.

The activities of the People's Council are increasingly effective and practical, contributing significantly to the implementation of socio-economic development tasks. Localities that have performed well include Ho Chi Minh City, Hanoi, Hai Phong, Ba Ria - Vung Tau, Binh Duong, Quang Ninh, Bac Giang, Hau Giang, Khanh Hoa, Nam Dinh, Hung Yen. The National Assembly Chairman said that localities with good People's Council activities have good budget collection and growth, demonstrating the important role of elected bodies.

The People's Councils of localities have closely followed the law, implemented legislative and regulatory work, supervised and decided on important issues, and taken votes of confidence; effectively implemented digital transformation and foreign affairs; had many innovations and improvements in activities, especially the People's Council sessions; the activities of the People's Council's committees and groups have been increasingly valued; the work of receiving citizens and voters has been better with the goal of creating for and for the development of the locality; information and communication work has been focused on.

To achieve this result, according to National Assembly Chairman Vuong Dinh Hue, People's Councils at all levels have closely followed the direction of Party committees, resolutions of the Central Committee, the National Assembly, and the Government; and the attention and direction of the Central Committee and the Government. In particular, the National Assembly has issued resolutions to create a legal basis and a handbook to fundamentally innovate the supervisory activities of People's Councils; the concerns of People's Councils of provinces have been fully answered in writing by the National Assembly Standing Committee. In addition, there is the research and innovation of members and committees of People's Councils; close coordination between the government and People's Councils, coordination with local departments and agencies of the National Assembly.

In the coming time, National Assembly Chairman Vuong Dinh Hue suggested that the People's Council closely follow the leadership of the Party Committee and the Standing Committee of the Party Committee in organizing the activities of the People's Council, this is the decisive factor in properly performing the assigned functions and tasks.

National Assembly Chairman Vuong Dinh Hue emphasized: “We propose to continue to strengthen the implementation of the functions of local elected bodies according to the provisions of law to best complete the tasks of 2024. In particular, continue to review and complete local legal documents.

Through its practical activities, the People's Council continues to contribute more, more closely and more responsibly to the development of laws and resolutions, especially laws related to local economic and social life. This year, many resolutions of a special nature will be considered and issued.

We recommend that the People's Councils of localities, based on the laws and resolutions that have been issued, have a plan to closely implement the draft laws, especially the 2024 Land Law, the Law on Real Estate Business, the Housing Law, the Law on Water Resources, the Law on Identification, the Law on Forces Participating in Ensuring Security and Order at the Grassroots Level... In these laws, there are many specific contents assigned to localities.

Emphasizing the need for institutionalization to implement the laws and resolutions of the National Assembly, the National Assembly Chairman requested that local People's Councils immediately start implementing them, including the Resolution on the three national target programs. In the near future, the National Assembly will organize a general review of administrative procedures, so local People's Councils need to review administrative procedures issued by the province, abolish unnecessary procedures; and at the same time review public investment.

The National Assembly Chairman also noted that the People's Council continues to comprehensively innovate its activities, including innovating the People's Council's sessions as the focus, paying attention to the People's Council at the district level, paying attention to the People's Council at the commune level; promoting emulation movements; improving the quality of People's Council delegates, focusing on training and fostering; strengthening the work of people's petitions at the local level, especially in prominent cases, mass and complicated complaints, and at the same time enhancing innovation in contact with voters.

The National Assembly Chairman requested the People's Council to pay attention to the establishment of new administrative boundaries, especially cities and towns, and the arrangement of administrative units at commune and district levels. This is a key content that the People's Council is responsible for, especially the policy to resolve surplus labor.

Party committees and standing committees of People's Councils need to pay attention to planning the staff of People's Councils at all levels, preparing resources for People's Council delegates at all levels, towards Party Congresses at all levels; continue to introduce personnel to higher levels.

The National Assembly Chairman suggested that the People's Council actively contribute to the development of policies and amendments to the Law on Supervision Activities of the National Assembly and People's Councils. In particular, this year, the National Assembly Standing Committee, the Government and the Central Committee of the Vietnam Fatherland Front will issue a joint resolution to amend two resolutions related to the contact of voters between National Assembly deputies and People's Council deputies to make them more substantial.

Regarding the recommendations and proposals of localities, the National Assembly Chairman said that in 2022, 44/60 recommendations and proposals have been implemented and resolved, and the National Assembly Standing Committee continues to direct the resolution. Regarding the recommendations at this year's Conference, the National Assembly Chairman assigned the Delegation Work Committee to be the focal point for synthesizing all the recommendations and proposals raised by localities to report to the National Assembly Standing Committee for direction to seriously consider and resolve.
