Some units owe more than 15 billion VND, more than 11.9 billion VND, more than 10 billion VND, more than 7 billion VND... Among them, many units owe more than 150 months, in some cases owe more than 200 months.
Recently, at the Provincial People's Council meetings, delegates have repeatedly questioned the situation of employers owing social insurance, health insurance, and unemployment insurance, affecting the rights of employees.
According to the representative of the provincial Social Insurance agency, the unit regularly grasps information and the production and business activities of the units to have appropriate solutions. In particular, it focuses on monitoring and building a database of units with many employees and large amounts of revenue to limit the situation of prolonged late payment or late payment of large amounts.
In addition, the provincial Social Insurance classifies and groups units with late payments such as less than 1 month, from 1 month to less than 3 months, from 3 months or more to have specific solutions in urging collection and handling of late payments.
Strengthening the implementation of planned and unscheduled inspections and audits, promptly detecting evasion of payment, and penalizing evasion and late payment of social insurance according to the provisions of the Law on Social Insurance.
From 2022 to present, the Provincial Social Insurance has advised the Provincial People's Committee to issue a number of Decisions on compulsory deduction of money from the unit's account and Decisions on administrative sanctions.
The Provincial Social Insurance also coordinates with the Provincial Police to review and criminally prosecute units that violate the provisions of the 2015 Penal Code. From 2018 to present, the Provincial Social Insurance has completed the dossier and transferred a number of labor-using units to the Provincial Police to request investigation and prosecution under Article 216 of the Penal Code.
The provincial Social Insurance Department coordinated with the Department of Labor - Invalids and Social Affairs, the provincial Labor Federation, and the provincial Police to invite units that were late in paying social insurance, health insurance, and unemployment insurance with large amounts of money and for a long time to work.
The provincial Social Insurance proactively coordinates with relevant departments and branches in advising the Provincial Party Committee and the Provincial People's Committee to issue documents directing the effective implementation of policies and laws on social insurance, health insurance, and unemployment insurance. Organize meetings with large enterprises that are late in paying social insurance, health insurance, and unemployment insurance and dialogue conferences with enterprises in the area to urge collection; continue to publicly post the list of enterprises that are late in paying social insurance, health insurance, and unemployment insurance on mass media.
The provincial Social Insurance continues to strengthen the dissemination of social insurance policies and regimes to businesses and employees; promote the installation of the VssID-Social Insurance digital application for social insurance, health insurance, and unemployment insurance participants to access and look up their own social insurance, health insurance, and unemployment insurance participation data, and at the same time monitor the responsibility of paying social insurance, health insurance, and unemployment insurance of businesses.../.
