Arriving at the urban area north of Cam River in early April, one can clearly feel the new spirit of the changing land. The two major projects of Hai Phong, the Political - Administrative Center and the Conference - Performance Center, have gradually been completed, appearing majestic, modern and synchronous, becoming prominent highlights in the northern urban space of the Port City.

Construction started in early 2023, and after nearly 2 years of construction, with the efforts of the Hai Phong Civil and Infrastructure Construction Investment Project Management Board - the project investor, along with contractors, consultants, supervisors, etc., the two projects are about to "reach the finish line". Contractors are speeding up the construction progress, ensuring the completion of the project before April 25 as directed by the leaders of Hai Phong City.

The City's Political - Administrative Center is built on an area of ​​over 29,000 m², with a total floor area of ​​over 89,500 m², consisting of two 14-storey buildings, arranged symmetrically along the North-South and East-West axes. With the largest scale in the Red River Delta, the project is a symbol of the coastal city's aspiration for international development.

The architecture of the building evokes the image of a ship sailing out to sea, breaking away from the rigid design commonly found in administrative centers. The interior space is arranged scientifically and flexibly with an “open office” model, integrating areas for citizen reception, “one-stop” administrative transactions, meeting rooms, reception areas for high-ranking guests, etc., creating conditions for the efficient, modern operation of the government apparatus, close to the people. When completed, the Hai Phong City Political - Administrative Center will be one of the most beautiful and modern architectural works in the country.

Right next to it is the City Convention and Performance Center - a structure with the architectural image of falling water droplets creating concentric waves, symbolizing the spread, convergence and cultural exchange. This will be the place where major events of national and international scale take place.

The center is designed with 3 floors above ground and 1 basement, maximum height of 36.5 m, total floor area of ​​over 49,600 m². The project has a large hall with a capacity of 1,500 seats, a multi-purpose hall with 500 seats, a round meeting room with 100 seats and more than 10 small meeting rooms, meeting the requirements of organizing high-level conferences and large-scale cultural events. Along with that is a synchronous auxiliary system and technical infrastructure: fire escape, basement entrance, parking lot, green landscape, lake and other modern technical systems.

The total investment of the two projects is nearly 5,000 billion VND, which Hai Phong City will balance its own budget. During the implementation process, the City People's Council has adjusted the investment capital and land use area 3 times to optimize the function and long-term use value.

Not only serving the administrative and meeting needs of the government and people, the two projects also carry the mission of expanding urban space to the North of the Cam River - a specific step in the strategy of developing Hai Phong City in the direction of multi-center, modern and sustainable.

According to the plan, by the end of April 2025, the City's Political - Administrative Center will be officially completed. This will also be the place to organize and host many important events of the city in 2025: The 70th anniversary of Hai Phong's liberation (May 13, 1955 - May 13, 2025); The 12th Hai Phong Red Flamboyant Festival; The 17th City Party Congress, term 2025-2030...

The two “projects of the century” of Hai Phong City not only have symbolic significance for the port city but also open up opportunities for deep regional connectivity for localities in the region. Especially in the near future, Hai Duong is expected to merge with Hai Phong.

With the most modern architectural scale in the country, synchronous planning and smart urban development vision, this administrative area is not only the operating center of Hai Phong City today and the "super" city in the future, but also a highlight in terms of infrastructure, culture and regional exchange.

Thuy Nguyen City of Hai Phong is adjacent to Kinh Mon Town of Hai Duong. Relocating the administrative center of Hai Phong to the north of Cam River helps shorten the geographical distance between the two localities. This is a favorable condition for Hai Duong to increase trade and access modern facilities from the Administrative - Political Center in the new urban area north of Cam River.

Hai Duong is currently implementing the construction of a 3.1 km long road connecting National Highway 17B with Dinh Bridge connecting Thuy Nguyen City. Construction of a 7.22 km long road connecting National Highway 17B (Hai Duong) with Provincial Road 352 (Hai Phong City), from National Highway 17B to Kinh Thay River embankment (Kinh Mon). The project is linked to the planned construction scope of Kinh Thay River overpass according to the approved planning, invested by Hai Duong Province and Hai Phong City. The projects are in the design phase of construction drawings, expected to start construction in the third quarter of this year.

The routes, when completed, will become important connecting axes, not only shortening travel time but also promoting trade and socio-economic development between the two localities. These will be stepping stones for Hai Duong to accompany Hai Phong in case the merger of Hai Duong and Hai Phong becomes a reality.
