Ha Tinh reviews preparations for the implementation of the North-South high-speed railway project

To prepare the best conditions and be ready to meet the schedule for the commencement of the high-speed railway project on the North-South axis in December 2026 in accordance with the direction of the Prime Minister, Ha Tinh province is focusing on reviewing all works and investment projects in the locality affected by the project; at the same time, widely deploying mass mobilization work to residential areas to facilitate compensation, support, resettlement, and site clearance.

The North-South High-Speed ​​Railway Project was approved by the National Assembly in Resolution 172/2024/QH15 dated November 30, 2024. Accordingly, the project passes through 20 provinces and centrally-run cities, with an investment scale of a double-track line, 1,435mm gauge, a design speed of 350km/h, and an axle load of 22.5 tons/axle.

The entire route has 23 passenger stations and 5 freight stations, of which 3 stations pass through Ha Tinh province, including 1 passenger station in Thach Dai commune (Ha Tinh city), 1 passenger station and 1 freight station are planned to be located in the same location in Hung Tri and Ky Trinh wards (Ky Anh town).

The station location in Ha Tinh City will be located in the western part of the city, on Ham Nghi Street connecting to the city center. Then the basic route follows the highway corridor towards Vung Ang. For the passenger station and 1 cargo station in Ky Anh town, there will be branches connecting to each other to connect to the Vung Ang Economic Zone.

According to Mr. Tran Quang Tuan, Director of the Ha Tinh Department of Construction, according to the project's pre-feasibility study report, comparing the planned land location at the stations with the planning in Ha Tinh, currently the development space around the planned passenger terminal is being affected by previously planned projects.

Specifically, in Thach Dai commune, it is affected by the 1/2000 scale Ham Nghi Urban Area Construction Zoning Plan approved by the People's Committee of Ha Tinh province in Decision No. 1531/QD-UBND dated June 30, 2023. The development space around the passenger terminal and the planned cargo terminal in Hung Tri ward and Ky Trinh ward is also affected by many planning projects, including the 1/2000 scale Hung Tri ward Construction Zoning Plan; Detailed planning for the construction of the resettlement area of ​​Ky Loi commune in Ky Trinh ward and Hung Tri ward, scale 1/500...

Through preliminary review, the land fund for development space around the station is expected to be located in Hung Tri and Ky Trinh wards, about 150-200 hectares, which currently does not ensure the area required by Resolution 172/2024/QH15 dated November 30, 2024 of the National Assembly. Along with that, currently in the area around the stations, there are investors proposing to implement the project, if implemented, it will affect the development space around the station.

To focus on the high-speed railway project on the North-South axis, the Ha Tinh Department of Construction proposed to the authorities at the station locations to suspend planning, propose investment policies, and adjust investment policies for projects within the boundary with a total area of ​​about 550 hectares.

To prepare favorable conditions for the implementation of the high-speed railway project on the North-South axis, the People's Committee of Ha Tinh province requires units and localities where the project passes to organize announcements, propaganda, mobilization, and dissemination of related information to units, localities and people in the area.

Especially households within the planned area of ​​land acquisition and clearance so that people are informed and agree with the project investment, not to build works within the project boundary as prescribed. The purpose is to strictly manage the land fund within the project; facilitate compensation, support, resettlement, and land acquisition and clearance to serve the project implementation.

Ha Tinh province is also focusing on reviewing all local constructions and investment projects affected by the North-South high-speed railway project. Proactively assessing the level of impact to propose a solution that is appropriate to the actual situation, avoiding the occurrence of losses and waste.

Thereby, to minimize overlap in planning, land management, investment, construction of programs and projects within the boundaries determined on the basis of preliminary design documents in the project's Pre-Feasibility Study Report. At the same time, research, review, and propose solutions for building access roads, underpasses, retaining walls, and service roads to meet travel needs, ensure people's lives, and contribute to local socio-economic development.

At present, units and localities are carrying out preliminary review, counting, determining the volume and budget for land acquisition and resettlement, especially households and individuals whose land is recovered and must be resettled. Ha Tinh is proactively surveying and planning land plots for resettlement to serve the implementation of land acquisition and resettlement work, combined with strengthening state management of construction and construction licensing. Resolutely not allowing organizations and individuals to build or expand works within the boundaries of the high-speed railway project, promptly correcting and handling violations.

In early April 2025, the Government Office issued a notice in which Prime Minister Pham Minh Chinh directed the Ministry of Construction to quickly complete procedures to start the North-South high-speed railway project by the end of 2026. This timeline is one year earlier than the original plan.

The North-South high-speed railway project was approved by the National Assembly in November 2024 with a total preliminary capital of about 1.7 million billion VND (equivalent to 67 billion USD). The route starts from Ngoc Hoi station (Hanoi) and ends at Thu Thiem station (Ho Chi Minh City). In addition to the annual capacity to transport about 133.5 million passengers and about 21.5 million tons of cargo, when necessary, the project will also serve national defense and security purposes.
