The resolution also stipulates that the tuition fee for online learning is 75% of the tuition fee for in-person learning mentioned above. Thus, the tuition fees mentioned above are equal to the tuition fees for the 2021-2022 school year.

In addition, the City People's Council also passed a Resolution regulating the list of revenues and collection levels, and the revenue and expenditure management mechanism for services supporting educational and training activities at public preschool and general education institutions (excluding high-quality public educational institutions) in Hanoi .

In July 2023, Hanoi passed a resolution regulating tuition fees for public preschool and general education institutions in the city for the 2023-2024 school year. Tuition fees for the 2023-2024 school year for in-person learning will be equal to the tuition fees for the 2022-2023 school year and the floor fee framework according to the Government 's regulations in Decree No. 81.

This resolution decided not to support 50% of tuition fees as in previous school years. Therefore, the actual amount paid by students this year is almost double that of last year.

Hanoi divides its areas into three areas: urban, rural, and ethnic minority. Specifically, in urban areas, tuition fees for preschool and secondary school students have nearly doubled, from VND155,000 to VND300,000 per month.

In mountainous communes, high school students pay 100,000 VND/month, an increase of more than 4 times compared to the old level - 19,000 VND/month, while preschool and secondary school students have a payment increase of more than 2 times, from 24,000 VND to 50,000 VND.
