In 5 years, Ho Chi Minh City National University provides more than 80,000 high-quality human resources

GD&TĐ - During the 2020-2025 term, the entire Ho Chi Minh City National University system will train more than 80,000 bachelors, engineers, doctors, masters and PhDs.

On August 22-23, Ho Chi Minh City National University held the 7th Party Congress, term 2025-2030.

With the motto of action "Solidarity - Democracy - Discipline - Pioneering - Creativity", the congress marks an important milestone, demonstrating the determination and long-term development orientation of the entire system in implementing national strategic tasks as well as regional development.

Accomplishing many goals in the 2020-2025 term

Over the past 5 years, Ho Chi Minh City National University has continued to perfect its advanced university governance model. The number of affiliated units has decreased from 30 to 21 (equivalent to 30%).

In 2023, the Prime Minister signed a decision to establish the University of Health Sciences - the 8th member university, affirming the orientation of multidisciplinary and multi-field development.

Notably, the system has trained more than 80,000 bachelors, engineers, doctors, masters and PhDs; opened 36 new majors, including many key majors such as Artificial Intelligence, Data Science, Microchip Design, Semiconductor Technology.

Ho Chi Minh City National University currently leads the country in the number of internationally accredited programs with 181 accredited programs; 53 majors/fields ranked in the world , of which 15 majors and 3 fields are in the global top 500.

In terms of scientific research, Ho Chi Minh City National University continues to hold the leading position in the country in terms of the number of international publications in the Scopus database.

By May 2025, the cumulative number of articles reached 13,761, with more than 3,300 expected to be published in 2025 alone, exceeding the target for the entire term and three times higher than the previous term.

International cooperation has also been strongly expanded with more than 460 universities and research institutes; participation in 38 international networks; organization of 175 international conferences and seminars.

Domestically, Ho Chi Minh City National University signed more than 371 memorandums of understanding and implemented more than 1,000 cooperation activities with localities and businesses, contributing to human resource development, scientific research and innovation.

Regarding human resource development, in the last term, Ho Chi Minh City National University had 18 lecturers recognized as professors and 123 lecturers recognized as associate professors. The number of lecturers with doctoral degrees increased sharply, from 1,022 in 2020 to 1,400 in 2025. To date, the percentage of permanent lecturers with doctoral degrees has reached 53.57%, affirming a clear step forward in improving the quality of the team.

Entering the 2025-2030 term, the Party Committee of Ho Chi Minh City National University aims to increase the proportion of lecturers with doctoral degrees to 75%; at the same time, attract 350 young doctors, leading scientists and 100 visiting professors. The system strives to achieve 20,000 articles published in Web of Science and Scopus journals, along with the number of applications and patents increasing by an average of 16-18% per year.

Not only outstanding in training and research, Ho Chi Minh City National University also strongly innovates in political and ideological work.

Ho Chi Minh Cultural Space was effectively implemented; 81 online video lectures on Marxist-Leninist Philosophy were developed and the model of "Innovation in political and ideological work" was transferred.

During the term, the Party Committee admitted 812 new members, exceeding the target by 101.5%, of which nearly 60% were students. More than 2,500 outstanding young people were recognized, and many volunteer movements spread the spirit of dedication and social responsibility.

New goal: Top 100 universities in Asia

Speaking at the Congress, Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University emphasized: in the 2020-2025 term, the entire system has completed the goals set forth by the Resolution of the 6th Party Congress.

The 7th Congress focused on discussing and approving the Political Report and Review Report of the Executive Committee for the 2025-2030 term, and elected the 7th Executive Committee.

Mr. Vu Hai Quan said that in the new term, Ho Chi Minh City National University aims to be in the top 100 universities in Asia by 2030, and in the top 100 in the world by 2045.

In addition, the system will focus on building a green, modern, and friendly university city, becoming the nucleus to create a new development space and growth engine for Ho Chi Minh City and the whole country.

"With Resolution No. 57-NQ/TW, Decree No. 201/2025/ND-CP and the vision of developing Ho Chi Minh City into an 'international megacity' of Southeast Asia, Ho Chi Minh City National University is well aware of its pivotal role in the innovation ecosystem of the city and the country, being the nucleus to create new development space and new growth drivers for the locality and the whole country. Promoting the achievements of 30 years, with the tradition of solidarity and creativity, Ho Chi Minh City National University is determined to break through, integrate deeply, and create breakthroughs in the period of 2025-2030, towards the vision of 2045", Mr. Vu Hai Quan emphasized.

At the congress, Mr. Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, acknowledged and highly appreciated the achievements of Ho Chi Minh City National University in the past term, as well as agreed with the goals, directions and tasks for the 2025-2030 term.

Mr. Nguyen Van Nen suggested that Ho Chi Minh City National University focus on effectively implementing the Politburo's key resolutions, especially Resolution No. 57-NQ/TW associated with the development of Ho Chi Minh City National University through specific action programs.

Along with that, it is necessary to continue promoting the "three-house" cooperation model (school - State - enterprise), promoting the development of the National University Urban Area towards a model, green, modern, and friendly university; at the same time, restructuring the apparatus to be streamlined and strong, improving the efficiency of human resource management and operation in the spirit of Resolution No. 18-NQ/TW.

Election of the Party Executive Committee for the new term

The Congress presented the draft standards and structure of the Party Executive Committee of Ho Chi Minh City National University and elected the Executive Committee for the 2025-2030 term, consisting of 25 members. At the same time, the draft Resolution of the Congress was also discussed and approved.

On the same day, Ho Chi Minh City National University also held the first Party Executive Committee Conference for the 2025-2030 term, to perfect the personnel organization. The conference elected the Party Committee Secretary, Deputy Secretary and the Party Committee Inspection Committee.

The Party Committee Standing Committee consists of 6 members: Prof. Dr. Mai Thanh Phong (Rector of the University of Technology); Prof. Dr. Ngo Thi Phuong Lan (Rector of the University of Social Sciences and Humanities), Prof. Dr. Nguyen Thi Thanh Mai (Vice President of Ho Chi Minh City National University); Assoc. Prof. Dr. Vu Hai Quan (Director of Ho Chi Minh City National University); Dr. Le Thi Anh Tram (Head of the Organization and Personnel Department of Ho Chi Minh City National University) and Assoc. Prof. Dr. Tran Cao Vinh (Vice President of Ho Chi Minh City National University).

In which, Mr. Vu Hai Quan was elected to hold the position of Party Secretary; Ms. Le Thi Anh Tram held the position of Deputy Secretary.
