For the Tu Lien Bridge Project and the roads at both ends of the bridge, the total length is about 5.15km, the starting point connects with Nghi Tam Street (Tay Ho District), the end point passes through the intersection with Truong Sa Street. The approach road to the West Lake bridge (viaduct and parallel road) has a planned scale of B=48m; the approach road to Dong Anh has a planned scale of B=60m. Total investment: 20,171,840 billion VND, using the City budget.

For Ngoc Hoi Bridge Project, the total length of Ngoc Hoi Bridge and the approach roads at both ends of the bridge is about 7.5km; in which, the length of the main bridge and the approach bridge is 7.2km with B=33m; the road at the bridgehead on Hung Yen side is about 300m with B=60m. Construction of parallel roads on both sides; the cross-section of the project is B=60÷80m. The total investment is 11,844 billion VND, using budget capital.

For the Tran Hung Dao Bridge Project, the total length is about 5.6km, starting point is at the intersection of Tran Hung Dao - Tran Thanh Tong (Hoan Kiem District); the end point connects to Vu Duc Than Street (Long Bien District). The approach roads at both ends of the bridge are invested with a cross-section of B=30m with a total length of about 2.25km (0.25km towards the city center, 2.0km towards Long Bien District). The total investment of the project is 15,967.238 billion VND, using budget capital.

Compared to the planned progress, the approval of investment policies has been delayed by about 40 days. Therefore, the target of starting construction of the projects on May 19, 2025 will face many challenges.

To speed up the progress, the Department of Transport proposed that the City People's Committee soon assign the Project Management Board as the investor to implement the next steps. At the same time, propose a specific mechanism to shorten the appraisal, approval and bidding time, ensuring that the site clearance work reaches at least 50% before starting construction and is completed in the second quarter of 2026.

Vice Chairman of the City People's Committee Duong Duc Tuan said that Tu Lien Bridge and Ngoc Hoi Bridge will be invested in the form of EPC (design, equipment supply and construction), while Tran Hung Dao Bridge can apply the BT model to mobilize socialized resources.

To speed up the site clearance process, the City People's Committee agreed to immediately implement the resettlement component project, with the resettlement area located in Dong Anh district. Land plots with completed infrastructure will be converted to serve this purpose.

Emphasizing that bridge construction projects are a political task that needs to be implemented immediately, Chairman of the City People's Committee Tran Sy Thanh said that the construction of three bridges across the Red River is an important "test step" for Hanoi to achieve its growth target of over 8% in 2025.

Accordingly, the City will apply a special mechanism to accelerate site clearance. If necessary, the implementation method can be adjusted to ensure progress and efficiency.

The City People's Committee Office will issue a conclusion notice, assigning clear tasks to each unit, department, and branch. The Department of Construction will re-establish a detailed plan, with the spirit of "no retreat", determined to start the Tu Lien bridge project on May 19.

“Hanoi will apply the bidding mechanism, apply the mechanism applied in the urban railway project in the spirit of proactive implementation, reporting to the Prime Minister and the City leaders will take responsibility. During the implementation process, if units, departments, branches, districts, towns have any difficulties or problems, they must immediately report to the City leaders for early removal and resolution,” said the Chairman of the City People's Committee.
