On March 5, the Hanoi People's Committee announced the conclusion and direction of Chairman of the Hanoi People's Committee Tran Sy Thanh on the plan to implement 3 investment projects: Construction of Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge; construction of Ngoc Hoi Bridge and the approach roads at both ends of the bridge.

At the previous meeting of the City People's Committee, after listening to reports from departments, branches and related opinions, Chairman of the Hanoi People's Committee Tran Sy Thanh concluded: Directing the construction of Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge. Thereby, the city leaders are determined to start the construction of Tu Lien Bridge and the approach roads at both ends of the bridge on May 19, 2025 and then continue to start the construction of Tran Hung Dao Bridge. Assign the Department of Construction to preside over and coordinate with related units to complete the detailed plan to ensure the progress of the above projects.

Regarding the selection of contractors to implement consulting packages for investment projects, the Chairman of the Hanoi People's Committee assigned the Department of Construction to preside over the new Department of Finance and the City Traffic Construction Investment Project Management Board to study and apply the provisions of the newly issued law to carry out the appointment of contractors for consulting service packages, shortening the implementation time. If necessary, report to the City People's Committee for consideration and direction to report to the competent authority when implementing.

Regarding the Ngoc Hoi Bridge Construction Investment Project and the approach roads at both ends of the bridge, Mr. Tran Sy Thanh assigned the Department of Finance, the Department of Construction, and the City Traffic Construction Investment Project Management Board to urgently coordinate with units under the Ministry of Finance under the direction of the City People's Committee in Official Dispatch No. 1935/VP-DT dated February 21, 2025 and units of the Hung Yen Provincial People's Committee to complete the necessary documents (if necessary). On that basis, the new Department of Finance is assigned to advise and closely follow the content to determine the Central public investment to support the target for this project. If necessary, propose and report to the City People's Committee to have a written report to the Ministry of Finance (new) and the Prime Minister.

After the Prime Minister approved the assignment of the Hanoi People's Committee as the competent authority to implement the investment project and determine the central public investment to support the project's objectives, the Department of Finance was assigned to preside over and advise the City People's Committee on procedures according to the working regulations of the City Party Committee and submit to the City People's Council for decision on the investment policy at the March 2025 meeting of the City People's Council.

Regarding site clearance and resettlement of investment projects, the Chairman of the Hanoi People's Committee assigned the Dong Anh District People's Committee to urgently arrange cleared land funds in favorable locations to invest in the Resettlement Area project to serve the site clearance of two investment projects: Construction of Tu Lien Bridge and access roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge, construction of Ngoc Hoi Bridge and other important investment projects of the City.

In addition, the Department of Construction is assigned to coordinate with the districts: Hai Ba Trung, Hoan Kiem, Tay Ho, Long Bien, Hoang Mai to arrange resettlement housing funds (apartments) for cases that do not meet the conditions for resettlement by land. People's Committees of districts (investors of component projects for site clearance): When implementing land acquisition and site clearance for households within the scope of the project; districts and towns consider and resolve compensation and support policies and mechanisms to the maximum extent according to the provisions of law; develop detailed implementation plans and prepare necessary work to implement site clearance as quickly as possible.

Assign the Department of Agriculture and Environment (new) to preside over, research, and advise the City People's Committee to establish a working group to advise and propose to the City People's Committee to resolve policies and regimes in site clearance to promptly remove difficulties and speed up the progress of important and key investment projects of Hanoi.
