In the context that more than half of the tasks have been transferred (decentralized) to localities but the grassroots human resources are still thin and inexperienced, the Ministry of Industry and Trade has taken an unprecedented and first step: sending 34 leaders of departments and offices to work directly in 34 provinces and cities from the beginning of August 2025. According to the representative of the Ministry of Industry and Trade, sending officials to the grassroots has 3 goals: reviewing the personnel situation and implementing tasks at the local level, directly answering or guiding the removal of obstacles, and transferring questions beyond the authority to the Ministry of Industry and Trade for answers as soon as possible.
In fact, some localities have asked up to 52 questions to the working group, from e-commerce management to trade promotion activities, import-export licensing, etc. Thanks to the online exchange mechanism and written feedback within 1 day, hot issues have been handled much faster than before. For example, in Quang Ngai province, with the support of the leaders of the Department of Oil, Gas and Coal, the Department of Industry and Trade of this province has connected 3 online conferences to the commune and ward levels to train and remove difficulties, and at the same time compiled an electronic handbook for the grassroots to proactively refer to. Quang Ngai provincial leaders highly appreciated the timely support in the initial stages of implementing the 2-level local government model.
Not only Quang Ngai province, some other localities such as Hai Phong, Lai Chau, Ca Mau ... have also coordinated with the Ministry of Industry and Trade to discuss and organize sessions to resolve difficulties in the process of performing tasks. Minister of Industry and Trade Nguyen Hong Dien acknowledged that the "seconded staff" model initially created a direct bridge between the central and local levels. Instead of letting problems linger, localities now have an address to ask and receive quick answers.
Recently, the Ministry of Agriculture and Environment has also implemented similar steps. Specifically, Acting Minister of Agriculture and Environment Tran Duc Thang signed a decision to assign 34 officials and civil servants of the Department of Land Management (Ministry of Agriculture and Environment) to work in localities for 3 months. This is the force that directly supports the grassroots in performing tasks in the land sector when operating the 2-level local government model. Every week, the Department of Land Management synthesizes a report to the Ministry of Agriculture and Environment for monitoring and adjustment. According to the leader of the Ministry of Agriculture and Environment, this "secondment" is not only to resolve land-related issues, but also to grasp and reflect the general management situation in the fields of agriculture and environment at the grassroots level, thereby helping the ministry to promptly detect policy gaps that need to be adjusted.
