Maintaining security, order and social safety: Dien Ban strengthens the leadership role of the Party

In 2023, the political security, order and social safety situation in Dien Ban town is basically stable. This result is due to the close leadership of the Party and the drastic actions of the entire political system at all levels.

Political determination

Immediately after the announcement of the establishment of the town (March 2015), Dien Ban quickly started to promote urbanization, industrial development, trade and services; thereby attracting a large concentration of workers and residents to live and work in industrial parks and industrial clusters.

The excitement creates new vitality, but also leads to an increase in social evils, especially drug crimes, gambling, and "black credit" which are becoming increasingly complicated. Criminals and drug addicts often take advantage of the areas bordering Da Nang , Hoi An, Duy Xuyen, and Dai Loc to commit crimes.

Regarding "black credit", there are cases of using weapons to threaten, intentionally causing injury, and extorting property, causing anxiety among the people... This situation requires the decisive intervention of the entire local political system under the direction and leadership of the Party to resolve, eliminate, and bring a peaceful life to the people.

On October 7, 2020, Dien Ban City Party Committee issued Resolution No. 01 on strengthening the Party's leadership in improving the effectiveness of drug prevention, gambling, and "black credit" in the 2020 - 2025 period.

Mr. Tran Hai Van - Deputy Secretary of the Town Party Committee, Chairman of the People's Council of Dien Ban town affirmed: "The issuance of Resolution No. 01 is the determination of the entire political system in preventing crime and maintaining security and order in the area.

Accordingly, the entire town is determined to fight against crime and drug-related evils, gambling, and "black credit", considering this an important, urgent, regular and continuous task, under the direct leadership of the Party Committee, the unified management of the government, and the active participation of the entire political system and the entire population, in which the police force is the core.

The Resolution requires drastic and persistent implementation, closely combining prevention and control, strictly handling violations of the law, and promoting the movement "All people protect national security" in the area.

According to Mr. Van, in realizing the resolution, the town police force has promoted its core role in advising the Party Committee and the town government to deploy measures to prevent, control and combat crime.

Investigation, prosecution, trial, and handling of crimes and law violations are carried out synchronously. Many models of self-defense and self-management of security and order associated with the criteria for building new rural areas and civilized urban areas in localities have been effective.

Result

Implementing Resolution No. 01 of the City Party Committee, determining that crime prevention must start from the grassroots, the Party Committee and the government of Dien Nam Trung Ward established and launched the model of "People's Patrol Team and Self-management of Security and Order". On that basis, the Ward Police were assigned to coordinate and direct the People's Committees of the residential blocks to organize meetings, assign and deploy the tasks of the Patrol Team according to the set plan.

The team's main task is to join the local police in patrolling residential streets, especially at night and on holidays, important political and cultural events.

Through patrols, grasp the security and order situation in the area; promptly detect conflicts and disputes among the people and residential areas to promptly coordinate with the People's Committee of the block and mass organizations to reconcile.

Patrol team members also support ensuring security and order for cultural and sports activities in residential areas; participate in crime prevention tasks, ensure traffic order and safety; practice fire prevention and fighting plans, natural disaster prevention and control, and rescue in the area.

In the last 4 months of 2023 alone, the "People's Patrol and Self-Management Team for Security and Order" in Dien Nam Trung ward carried out 37 patrols, with 237 team members participating, with the coordination and professional guidance of the local police.

Through patrols, 12 groups of young people gathering with unusual signs were promptly discovered and dispersed; 4 cases of gathering to prepare for racing, 1 case of gathering a large crowd to prepare to disturb public order were jointly handled; 4 cases of traffic safety violations were discovered; 1 subject was persuaded to hand over a homemade gun to the Ward Police for handling according to regulations...

Mr. Mai Thanh Tam - Head of Dien Ban Town Police said that in 2023, there were 183 cases of law violations in the town; including 55 cases of crimes related to drugs, gambling, and illegal credit, including 13 cases with 58 defendants for gambling, gambling and illegal gambling organization; 41 cases with 84 subjects storing, buying, selling, and organizing illegal use of drugs; 1 case with 1 subject lending at high interest rates in civil transactions. Crimes related to drugs, gambling, and "illegal credit" account for 30% of the total number of crimes in the whole town.

“Drug crimes are becoming more complex and their methods of operation are becoming more sophisticated. Gambling criminals often change locations and assign people to keep watch to deal with the authorities.

Loan sharks use technology through social networks to approach and entice borrowers, causing unpredictable consequences. However, with the participation of the entire political system, the sense of responsibility of the people, the police force is determined to push back social evils, drugs, gambling, and "black credit" in the town. Thereby, the authorities have detected and handled 155 cases of 184 subjects illegally using drugs; handled 82 cases of 387 subjects illegally gambling" - Mr. Tam informed.
