Director of the Department of Home Affairs: The province also wants to further increase the allowance level, but budget conditions are still limited.

Giving opinions at the meeting, delegate Le Thi Kim Chung (Quynh Luu) said: In December 2021, the Provincial People's Committee issued regulations on the titles of civil servants at communes, wards and towns; regulations on the recruitment of civil servants at communes, wards and towns in Nghe An province and the decision also clearly stated the structure of civil servant titles according to the classification of administrative units of type 1, type 2, type 3 and the structure of civil servant titles at the commune level.

However, after 2 years of implementing this regulation, there are some shortcomings. That is, the arrangement and use of commune-level civil servants are entangled between this title and that title.

Receiving and clarifying the opinions of delegates, Director of the Department of Home Affairs Nguyen Viet Hung said: To implement Decree 33 of the Government, the Department of Home Affairs has organized many delegations to survey the grassroots, develop drafts, seek opinions from departments and branches, and organize workshops to deploy and implement the Decree.

According to the regulations on allowances for part-time cadres at the commune level, there are 3 levels: commune type 1 has an allowance of 2.1 times the basic salary; commune type 2 has an allowance of 1.8 times the basic salary and commune type 3 has an allowance of 1.5 times the basic salary. On that basis, the Department of Home Affairs has proposed a number of positions to implement this regulation.

Pursuant to Decision 2102 dated August 30, 2023 of the Provincial Party Standing Committee on equivalent titles and positions of the political system, there are 3 groups of commune, ward and town cadres. One is the members of the Party Standing Committee, Vice Chairmen of the People's Council, Vice Chairmen of the People's Committee, Chairman of the Fatherland Front Committee, and Heads of commune political organizations. Therefore, it is difficult to determine which deputy unit is more important and has more work.

Second, the allowance for part-time staff is still low. Implementing Decree 33 on communal-level cadres, civil servants and non-professional workers at the communal level, in villages and residential groups, compared to the previous Decree 34, specifically Resolution 22, 23 of the Provincial People's Council to implement Decree 34, currently the allowance for the positions in the draft Resolution has increased by 20 - 45% and the equivalent budget level is about 81 billion VND/year.

“When developing the Resolution to implement Decree 33, the province based on current regulations of the State, based on each job, each position in the commune, village, and hamlet; the contribution of each part-time cadre, but also depending on the economic situation of the locality. The province also wants to further increase the allowance level, but the provincial budget is still limited, so that allowance level is the province's effort. Through this, the provincial leaders also hope that the Resolution will be passed; the team of part-time cadres at the commune, village, hamlet, and hamlet levels will share with the local budget situation" - the Director of the Department of Home Affairs emphasized.

Responding to clarifying the opinions of delegates at the discussion session proposing to add some positions at the commune level, the Director of the Department of Home Affairs said: The province only added 4 positions so that districts and communes can arrange them, which are: position of Party Committee office, part-time position in charge of cultural houses and radio, treasurer and urban rules team.

Regarding the voters' proposal through the hotline asking the editorial board to include in the Resolution implementing Clause 2, Article 20 of Decree 33, which is that in cases where commune-level civil servants concurrently perform the duties of non-professional workers at the commune, village, residential group, or hamlet levels, they will receive an allowance equal to 100% of the concurrent allowance, Director of the Department of Home Affairs Nguyen Viet Hung said that this content was already in Decree 33, so the Provincial People's Council did not include it in the Resolution.

Regarding voters' opinions, currently there are a number of village and hamlet level civil servants with college and university degrees. It is recommended that this People's Council Resolution stipulate policies for non-professional workers in communes, hamlets, blocks, and villages to ensure the salary correlation of level 1 of commune-level civil servants with university degrees. Comrade Nguyen Viet Hung said that according to Clause C, Article 34 of Decree 33, there are currently 2 types: level 1 of college with an allowance coefficient of 2.1 and university with an allowance coefficient of 2.34. There are 2 types at the hamlet level: Type 1 is 6 times the basic salary, reserved for 3 part-time positions according to regulations: secretary, hamlet chief, and head of the front work committee.

In the draft Resolution, the allowance for the Party cell secretary is 2.1 times, the hamlet chief is 2.1 times, and the head of the Front work committee is 1.8 times the basic salary.

Type 2 is 4.5 times the basic salary, the division of the Party cell secretary is 1.6 times; the hamlet chief is 1.6 and the head of the front work committee is 1.3 times the basic salary. The regulation of such allowance levels ensures a reasonable correlation. Therefore, localities arrange concurrent positions to increase allowances for part-time cadres.
