On April 28, at a press conference providing information on the work of the first quarter of 2025, Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs), answered the press about the standards for titles of commune and ward-level officials after implementing the policy of rearranging administrative units and organizing 2-level local governments.

According to Mr. Tuan, the process of developing projects, personnel issues, and staff arrangements is carefully considered by the Government Party Committee to report to competent authorities. The representative of the Ministry of Home Affairs said that the Politburo has issued Conclusion 150-KL/TW guiding the development of personnel plans for provincial Party committees subject to consolidation, merger, and newly established communes (Conclusion 150).
With the motto "locality decides, locality does, locality takes responsibility", Mr. Phan Trung Tuan said that localities, specifically the provincial People's Committee, will decide on the arrangement of cadres of communes and wards after the merger.
"It is possible to arrange the current Standing Committee member of the Provincial Party Committee and Department Director to be the Party Secretary of the commune and ward, then arrange the administrative units at the commune level. How to arrange the staff and the arrangement plan will be decided by the provincial level based on the direction and guidance of the competent authority," Mr. Phan Trung Tuan stated.
In the long term, Mr. Tuan said that the Ministry of Home Affairs is finalizing the draft Law on Cadres and Civil Servants (amended), which proposes a unified civil service system from the central to local levels. Accordingly, there will be a unified system of standards for positions and titles, including commune and ward level cadres.
After the law is promulgated, the Ministry of Home Affairs will advise the Government to issue a Decree with specific standards for the titles of commune-level cadres and civil servants. Currently, Decree No. 33 of the Government is still being implemented, promulgating a Decree regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups.
In Conclusion 150, the Politburo stated that the development of personnel plans for Party committees, Party committee standing committees, and Party committee inspection committees; and the assignment of Party committee members and Standing Committee members to take on leadership positions in affiliated agencies and units after mergers and acquisitions is an important task, requiring the direct leadership and direction of the Politburo and the Secretariat on the basis of fully promoting the authority and responsibility of the Standing Committees of provincial and municipal Party Committees (before and after mergers and acquisitions) and functional agencies as prescribed.
The personnel plan for provincial-level Party committees of localities subject to consolidation and merger includes incumbent Party committee members, standing committee members, and inspection committee members of provincial-level Party committees; for newly established communes, it includes Party committee members, standing committee members, and inspection committee members of district-level Party committees who, after completing their activities, are transferred and assigned to communes and incumbent Party committee members of communes, basically meeting the standards and conditions as prescribed.
On April 23, the Central Organizing Committee provided guidance on the establishment of corresponding party organizations in local administrative units after the merger. Accordingly, the Central Organizing Committee will advise the Politburo and the Secretariat to appoint the executive committee, standing committee, secretary and deputy secretary of the provincial and municipal party committees after the localities complete the merger.
