Currently, green tourism has emerged as a global trend towards sustainable development. This type focuses on protecting the environment, preserving cultural identity and ensuring benefits for local communities. Ha Tinh is a land with rich and diverse natural and cultural tourism resources, but it is also a locality greatly affected by climate change. Therefore, Ha Tinh is facing an urgent need to shape a green and sustainable tourism development model, contributing to realizing the goals in the province's Green Growth Plan to 2030.

From both theoretical and practical perspectives, building a green tourism model that is suitable for the province's sustainable development orientation is necessary and should be placed in a multidimensional frame of reference - both inheriting indigenous values ​​and integrating modern technology and management models. In coastal areas, priority can be given to types such as sea tourism, experiencing fishing life, and eco-cruises. Meanwhile, mountainous and rural areas have great potential for developing eco-tourism associated with organic agriculture, traditional craft villages and folk culture.

Infrastructure elements need to be designed in an environmentally friendly manner. Accommodation systems can vary from high-end resorts to community homestays, using natural materials such as bamboo, wood, and rattan. Internal transportation prioritizes non-polluting means such as bicycles, electric cars, and small boats; at the same time, renewable energy needs to be integrated into lighting, operations, and entertainment.

It is necessary to view the local community as a central actor, playing a role in co-creating value and ensuring the cultural and social sustainability of the green tourism model. Planning for living - production - community activities needs to integrate cultural identity with sustainable development criteria. Along with that, the wastewater, garbage and domestic waste treatment system must be invested synchronously, ensuring a clean, fresh and sustainable environment. At the same time, in-depth investment in wastewater, garbage and domestic waste treatment systems is needed to maintain a stable ecological environment.

In terms of policy, Ha Tinh needs to build an effective monitoring mechanism in areas such as land management, population size at destinations; investment attraction policies; tax incentives;... In terms of management organization, the government plays a role in guiding and issuing policies; people are encouraged to participate on the basis of mutual development and benefit sharing. At the same time, building a "green tourism criteria set", "green tourism model"; promoting green tourism, training quality human resources... are strategic solutions that need to be systematically organized and implemented.

Based on Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation and national digital transformation, Ha Tinh issued Action Program No. 40 on February 14, 2025 with many important goals. Ha Tinh focuses on reviewing and perfecting mechanisms and policies, removing barriers that hinder development. Along with that, the province focuses on investing in developing technology infrastructure and digital transformation, including building innovation centers, startup incubators, research facilities and creative spaces. In 2025, it will focus on investing in and completing infrastructure, data, and shared platforms to serve the construction of digital government, acting as a driving force to promote the development of the digital economy and digital society.

Regarding human resources, the province develops high-quality human resources to meet the requirements of science and technology development, innovation and digital transformation. Increase investment and innovation in education and training in the province; implement programs to search for and train talents in basic science and strategic technology sectors. Training institutions are encouraged to combine teaching with research and implement practical scientific tasks.

Strongly promote the application of technology in state management activities, develop industry databases and ensure information security and network security. Research and develop preferential policies to encourage businesses, especially small and medium enterprises, to invest in digital transformation and apply science and technology.

In addition, the province will strengthen international cooperation in scientific research, human resource training, technology transfer and intellectual property, in order to mobilize resources and experience for sustainable development in the period of deep integration.

Mr. Le Trung Phuoc - Head of Ha Tinh Provincial Economic Zone Management Board: Focus on building Vung Ang Economic Zone to become a growth engine center

The 19th Ha Tinh Provincial Party Congress, term 2020 - 2025 and the Provincial Planning for the period 2021 - 2030, vision to 2050 clearly identified: Vung Ang Economic Zone (EZ), with the core being the Formosa Iron and Steel Complex and the Vung Ang - Son Duong deep-water seaport cluster, will play the role of a growth engine center of the province and the North Central region.

Based on that orientation, the Provincial Economic Zone Management Board focuses on synchronously implementing many solutions, focusing on reviewing, adjusting and establishing new functional zoning plans, researching and expanding natural areas to create space to attract large-scale projects in the coming time. The planning ensures consistency with the provincial planning, regional connectivity, especially with the South Ha Tinh - North Quang Binh area and the entire North Central - Central Coast region.

Along with that, focus on developing the post-port logistics system, including: warehouses, distribution centers, integrated logistics services and inter-regional transportation. Thereby, contributing to the formation of a closed supply chain, increasing the value of goods, reducing logistics costs and increasing competitiveness for businesses.

The work of attracting and supporting investors continues to be promoted in a professional and effective manner. Ha Tinh commits to always accompany businesses, guide investment procedures, shorten the time for processing documents, and create favorable conditions for investors to access new opportunities in Vung Ang. The province prioritizes attracting large-scale, high-tech, high-value-added and environmentally friendly projects in the fields of supporting industries, renewable energy, logistics services, etc.

In addition, focus on completing the transport infrastructure system, continue to propose strategic inter-provincial and inter-regional transport projects associated with the deep-water port of Vung Ang - Son Duong; coordinate research to establish the Vung Ang Free Trade Zone to connect the Vientiane - Vung Ang railway according to the plan,... thereby expanding the East-West economic corridor, enhancing international trade.

At the same time, prioritize land funds to build functional areas, industrial parks, large-scale trade and service areas in a modern and environmentally friendly direction. Focus on accelerating site clearance, building resettlement areas with full infrastructure, and paying attention to stabilizing the lives and new livelihoods of people whose land has been recovered.

With strong commitment from the Government, local authorities and investors, we believe that Vung Ang Economic Zone will continue to develop rapidly in the coming years, becoming an important driving force to promote socio-economic development of Ha Tinh in particular and the whole country in general.

Faced with the need to restructure the agricultural sector in association with sustainable development and adaptation to climate change, the sector is focusing on organizing extensive propaganda of the Project "Organic Agricultural Development in Ha Tinh Province for the period 2024 - 2030", the central and provincial policies on supporting the development of green agricultural production and organic agriculture. Thereby, contributing to gradually changing perceptions of traditional production, moving towards an effective, safe, sustainable agriculture that benefits producers, businesses and the environment.

The industry is also closely coordinating with localities in directing and adjusting production plans, crop structure, and converting crop and livestock varieties to suit ecological conditions and market demand. Specialized training and development in organic production and circular economy is also being focused on, aiming to improve the capacity of people and grassroots management staff.

One of the key tasks is to promote the transformation of production from small-scale, dispersed to concentrated, large-scale, modern; attract businesses to invest in building closed chains, from supplying input materials, applying technical advances in production - processing - to product consumption. At the same time, create favorable conditions for businesses to develop agricultural services, especially 4F production models (Farm - Food - Feed - Fertilizer) in the province.

Focus on reviewing and evaluating the results of implementing agricultural and rural incentive policies in the past time, developing policies for the 2026 - 2030 period, in which policies for developing green agriculture and organic agriculture will be developed and proposed in accordance with production practices.

Continue to strengthen state management in the production sector, ensuring the right subjects, processes and technical standards; strictly control the quality of input materials for organic and green agricultural production. The disbursement of support funds is also urged to be timely, effective, and in accordance with regulations, ensuring that policies are truly implemented, bringing practical benefits to people and businesses.
