Groundbreaking ceremony of the National Power System Control Center project

The new National Power System Control Center project helps improve power system operations, ensure energy security and sustainable development in Vietnam until 2028.

On the morning of August 20, in Hanoi , the National Power System and Electricity Market Operation One Member Limited Liability Company (NSMO) held a groundbreaking ceremony for the project to build the National Power System Control Center and the Northern Power System Control Center.

The event took place in the context of the whole country jubilantly organizing a series of activities to celebrate the 80th anniversary of the August Revolution and National Day September 2.

Reporting at the groundbreaking ceremony, Chairman of the NSMO Board of Members Nguyen Duc Cuong said that the new control center project is an urgent requirement to meet the increasingly complex needs of operating the power system.

According to the adjusted Power Plan 8, the national power system will increase rapidly in scale, with a high penetration rate of renewable energy sources, the emergence of nuclear power and a trend towards regional grid connectivity.

NSMO needs to add high-quality human resources and modern infrastructure to ensure real-time operation of the power system and electricity market with high accuracy.

NSMO - formerly the National Power System Dispatch Center (A0) - with more than 30 years of establishment and development, has contributed to the success of the electricity industry, from a capacity of 4,000MW in 1995 to more than 86,000MW in early 2025, bringing Vietnam into the group of 22 countries with the largest electricity scale in the world and leading in Southeast Asia.

The E5 Cau Giay Control Center Project, approved by the Hanoi People's Committee for investment policy, has an area of 3,810m2 , a scale of 21 floors above ground, 3 basements, a total floor area of over 39,000m2 , a total investment of about 870 billion VND, expected to be completed in 2028.

The center will be a modern, synchronous office for more than 440 high-quality employees and integrate SCADA/EMS, Fault Recorder, WAMPAC, MMS, OTS systems...

Once operational, the center will be the “brain” commanding the operation of the national and northern power systems, operating the electricity market transparently and effectively, contributing to enhancing Vietnam's position in the process of sustainable energy transition and regional and world integration.

Speaking at the groundbreaking ceremony, Minister of Industry and Trade Nguyen Hong Dien affirmed that Vietnam's electricity industry has developed strongly, bringing the national electricity system into the world's TOP 20.

However, the sharp increase in electricity demand and the high rate of renewable energy pose an urgent need for investment in synchronous and modern infrastructure to meet the requirements of dispatching, operating and managing the transparent electricity market.

Minister Nguyen Hong Dien emphasized that this is the core foundation to ensure energy security, serving the country's development in the new era.

Minister Nguyen Hong Dien requested NSMO to closely coordinate with relevant agencies to manage the progress and quality of the project; contractors to focus on human resources and machinery, comply with technical procedures and labor safety; and expressed confidence that the project will be completed on schedule, ensure quality, and put into operation soon, contributing to improving the capacity of power system management and operation.

Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen affirmed his commitment to accompany and create favorable conditions for the project to be completed on schedule, handing over all land allocation procedures and construction documents in September 2025.

The city proposed that the investor shorten the implementation time, striving to complete it in 2 years instead of 3 years, ensuring a stable power source, especially green power, serving the development of high technology, artificial intelligence and key economic sectors.

Mr. Nguyen Manh Quyen emphasized that Hanoi will promptly support the removal of difficulties and obstacles, ensuring the project is implemented smoothly, effectively and on schedule, contributing to the development of Vietnam's electricity industry in the new period.
