Innovation in implementing democracy at the grassroots level

At the 21st session of the 10th Provincial People's Council held in July 2024, Resolution No. 35/NQ-HDND was issued on measures to ensure the implementation of democracy at the grassroots level in the province. The Resolution set out 5 goals and 5 implementation solutions, including the requirement to synchronously implement measures to promote democracy at the grassroots level in conjunction with strengthening the legal system, ensuring social discipline; innovating and creating forms and methods of propaganda, dissemination and legal education to ensure substance and effectiveness, creating a widespread effect among the people.

Accordingly, in recent times, authorities at all levels in the province have innovated methods of implementing grassroots democracy in the direction of being closer to the people; respecting, listening to and accepting the opinions and legitimate aspirations of the people.

Implementing democracy in communes, wards and towns, public contents for the people to know such as land acquisition projects, planning, compensation and site clearance plans, etc. are all publicly posted at the People's Committee headquarters, announced on the public broadcasting system, and through people's meetings. Therefore, all policies and guidelines are announced to the people, discussed with the people, and the people participate in contributing opinions through meetings; many People's Council meetings of some communes, wards and towns have been broadcast live on the commune radio station, attracting the attention and following of the majority of people, creating a democratic and open atmosphere and enhancing the responsibility of representatives towards the people.

In addition, for issues that the People discuss and decide, the Party Committee and the Government always direct the villages and residential groups in the area to organize for the People to discuss, discuss collectively and agree on the following contents: Participating in opinions and taking votes of confidence for candidates for the positions of Village Chief and Residential Group Chief; publicly collecting and spending sources of mobilized contributions from the People in building new rural areas, mobilizing people to build social welfare works, rural transportation; publicly reviewing poor households annually, implementing other support policies on capital, plant varieties, and livestock for the People. In implementing programs and projects with financial support, they are all publicized on the local loudspeaker system, through meetings with people about beneficiaries, support levels, etc., thereby promoting the spirit of democracy among the People.

The contents discussed and voted by the people for the competent authorities to decide, such as the development and implementation of village and residential group covenants and regulations, are focused on; currently, 100% of villages and residential groups have developed, adjusted and supplemented village covenants and regulations and have been recognized by the People's Committee at the commune level to ensure compliance with current laws, thereby forming new, more progressive, healthy and civilized customs and lifestyles.

The contents that the People give their opinions on before the competent authority makes a decision, such as collecting the People's opinions on the draft plan for local socio-economic development; the plan for economic and production restructuring; the draft planning and land use plan; the management and use of public land funds; the policy and plan for compensation, support for site clearance, and infrastructure construction, are all democratically discussed and agreed upon by the People.

People exercise their right to supervision through representatives such as the People's Inspectorate, the Community Investment Supervision Board or directly supervise through the Law on Complaints and Denunciations and make recommendations to competent authorities. The Commune People's Inspectorate has supervised the implementation of policies and laws, the settlement of complaints and denunciations, and the implementation of the law on democracy at the grassroots level. The Community Investment Supervision Board has organized supervision and inspection of many construction works, thereby detecting signs and violations; supervising the quality of works to recommend competent authorities to consider and handle them according to the provisions of law.

Implementing democracy in agencies and units, heads of agencies and units have promoted the role and responsibility of leaders in implementing democratic regulations at the grassroots level, listening to opinions and suggestions from cadres, civil servants, public employees and workers, promoting their proactive and creative spirit in performing their tasks.

Along with that, organize monthly and periodic meetings between the unit's leaders and specialized departments, leaders of affiliated units to evaluate the agency's work and propose programs and measures to carry out tasks in the coming time. Strictly implement regulations on financial disclosure, management of procurement and use of equipment, means and assets of the agency, guide and grasp the situation to make recommendations to competent authorities to amend and supplement regimes and policies in accordance with practical requirements. Publicly announce to cadres, civil servants and public employees such as recruitment, rewards, discipline, salary increase, rank increase and promotion of cadres and civil servants; operating expenses and annual budget settlement of the agency; internal rules, working regulations, internal spending regulations of the agency...

Implementing democracy at the grassroots level, the work of receiving people and having direct dialogue with people has been paid attention to by Party committees and authorities at all levels in the province. From 2022 to 2024, leaders of Party committees at all levels have conducted nearly 200 meetings and dialogues with over 250 citizens; administrative agencies in the province have organized 3,493 meetings with 3,630 citizens; received 6,921 complaints, denunciations, recommendations and reflections. Opinions and recommendations at meetings and dialogues are basically directly discussed, clarified and explained by leaders, promptly resolving issues within their authority, limiting petitions that go beyond the level; the rate of resolving petitions each year is always over 80%.

In particular, from 2022 to present, the Chairman of the Provincial People's Committee has maintained dialogue with young people according to the Youth Law, while expanding direct dialogue with women, farmers, veterans, union members, and workers in the province.

Implementing democracy in enterprises and labor organizations, up to now, in the province, 5/5 state-owned enterprises have issued grassroots democracy regulations and signed collective labor agreements; 41/43 enterprises with trade unions (with 10 or more employees) have organized labor conferences, reaching a rate of 95.3%...

2025 is the year of acceleration and breakthrough to reach the target of the 5-year socio-economic development plan 2021 - 2025. This is also the year when many important events of the country and Bac Kan province will take place, especially in the year when party congresses at all levels will take place, leading up to the 14th National Congress of the Party. Therefore, the requirement for implementing grassroots democracy needs to be further strengthened and enhanced to maximize the mastery of the people, of cadres, civil servants, public employees and workers, contributing to building a clean and strong Party and political system, promoting socio-economic development, ensuring national defense and security and successfully implementing the goals and resolutions of party congresses at all levels.

Recently, the Provincial Party Standing Committee has issued a document requesting Party committees, Party organizations, agencies, units and localities to strengthen the implementation of democracy at the grassroots level. Focus on leading and directing the implementation of organizing the collection of people's opinions, promoting the intellectual democracy of the people to contribute to the draft documents submitted to the 14th National Party Congress and documents of Party congresses at all levels, promoting democracy, implementing publicity and transparency in the arrangement and consolidation of the apparatus of the political system. Pay attention to ensuring the legitimate and legal rights and interests of cadres, civil servants, public employees and workers in the merger, dissolution and termination of operations of a number of units. Ensure the promotion of democracy in the implementation of the program to eliminate temporary and dilapidated houses in the area.

Strengthen propaganda, dissemination and mobilization of people to practice democracy at the grassroots level in the area through monitoring activities, contacting voters, and resolving voters' petitions. Continue to innovate forms and methods of monitoring the implementation of mechanisms and policies directly related to the rights and legitimate interests of citizens and programs and investment projects for socio-economic development in the province to ensure substance and effectiveness.

Lead, direct, thoroughly grasp, raise awareness and responsibility for cadres, civil servants, public employees, and workers, especially the role and responsibility of heads of People's Committees at all levels, departments, branches, organizations, and affiliated units in implementing the Law on Grassroots Democracy; develop criteria for implementing grassroots democracy as one of the contents and bases for evaluating the results of task completion, emulation, and rewards of units and localities; promptly commend and reward collectives and individuals with achievements in implementing grassroots democracy. Focus on leading and directing the good implementation of grassroots democracy contents. Specifically:

Implementing democracy in communes, wards and towns

Fully and promptly implement the government's responsibility in disclosing information to the people according to regulations. Fully disseminate the contents and organize for the people to discuss, give opinions, decide, inspect and supervise. Promote the effectiveness of the People's Inspection Boards of communes, wards and towns; Community Investment Supervision Board, self-management activities in residential areas, and grassroots mediation teams.

Continue to review, supplement and perfect the regulations on implementing democracy in communes, wards and towns in accordance with each type and practical conditions of each locality; ensure that 100% of communes, wards and towns issue regulations and measures to ensure the implementation of democracy in the area. Review and perfect village and residential group regulations to ensure the promotion of the people's mastery in contributing, mobilizing resources, and supervising and inspecting the community.

Promote the effectiveness of the activities of the Fatherland Front and socio-political organizations at the commune level in implementing grassroots democracy and reconciliation; especially the role of the Front Working Committee, grassroots socio-political associations; non-professional teams at the commune, village and residential group levels in participating in social supervision and criticism, participating in Party and government building, and implementing grassroots democracy.

Practicing democracy in agencies and units

Continue to review and promulgate regulations on implementing democracy in agencies and units associated with the functions, tasks, scope of management, administrative reform work, and implementation of discipline and administrative discipline of each agency, unit, and organization.

In addition to publicizing information and ensuring that the contents discussed and decided by cadres, civil servants, public employees and workers at the agency or unit, the content of implementing democracy must motivate cadres, civil servants, public employees and workers to promote a sense of responsibility, proactively propose tasks, solutions and initiatives to improve the quality and efficiency of work. Improve the efficiency and quality of grassroots trade union activities, perform well the functions of the trade union organization, especially pay attention to caring for and protecting the legitimate and legal rights and interests of union members and workers.

Implementing democracy in enterprises and labor organizations

Review, develop regulations and implement democracy well; direct the organization of labor conferences, dialogue conferences at the workplace and negotiate and sign collective labor agreements so that laborers can participate in giving opinions, making decisions, being inspected and supervised, ensuring harmonious, legal and legitimate interests between laborers and enterprises and labor-using organizations.

Strengthen propaganda, mobilization, guidance and support for enterprises and labor-using organizations to establish grassroots trade unions when conditions are sufficient to serve as a basis for implementing democracy to ensure the legitimate rights and interests of workers, while motivating workers to improve their spirit and responsibility, proactively propose solutions and initiatives to improve quantity, quality and increase product value for enterprises and labor-using organizations, contributing to increasing income for workers.

There are mechanisms and policies to honor, reward, commend and recognize enterprises and organizations that employ workers who practice democracy well. Pay attention to planning and training human resources (part-time or full-time) to participate in grassroots trade unions to ensure a sense of responsibility and capacity in practicing democracy, ensuring the role of representing workers in giving opinions and recommendations to ensure the legitimate rights and interests of enterprises and organizations that employ workers.../.
