In an interview with Ha Tinh Newspaper before the 17th session of the 18th Provincial People's Council, Vice Chairman of the Provincial People's Council Tran Van Ky said: At this session, the Provincial People's Council will comprehensively assess the results of socio-economic development, national defense and security in 2023, difficulties and limitations to consider and decide on goals and solutions for 2024. At the same time, organize a vote of confidence for 29 people holding positions elected by the Provincial People's Council according to regulations.

Reporter: The year-end meeting of the Provincial People's Council is often very important. Could you please tell us what contents will be discussed at this meeting?

Vice Chairman of the Provincial People's Council Tran Van Ky: The 17th session is the regular session of the Provincial People's Council at the end of 2023. The meeting agenda is expected to take place over 3 days, from December 6 to 8.

The meeting took place over 3 days at the Provincial People's Committee hall.

The meeting will focus on reviewing, evaluating and discussing reports submitted by the Provincial People's Committee on the results of implementing socio-economic, national defense and security goals, public investment, budget revenue and expenditure estimates; the situation of preventing and combating law violations and crimes; the direction and administration of the Provincial People's Committee; the work of receiving people, handling complaints and denunciations and fighting against corruption and waste in 2023, tasks and solutions in 2024; the results of handling voters' opinions and recommendations and implementing the contents of the questions. Review thematic supervision reports, reports on the activities of the People's Council, the Standing Committee of the People's Council, the People's Council committees of the province; reports of the Provincial People's Procuracy, the Provincial People's Court, the Provincial Civil Judgment Enforcement Agency.

At the meeting, delegates will also hear the Provincial National Assembly Delegation report on the results of the 6th Session of the 15th National Assembly; and hear the Provincial Fatherland Front Committee report on the results of performing the task of participating in supervision and government building in 2023.

Policies to support the development of logistics services and exports will be one of the contents discussed at the meeting.

The Provincial People's Council will discuss and plan to issue 20 thematic resolutions, including many notable resolutions such as: policies to support the development of logistics and export services; policies to support the implementation of population resettlement in areas: natural disasters, especially difficult, border areas; regulations on support regimes for training Lao students studying at training institutions; regulations on support levels for people assigned to directly help people who are subject to educational measures in communes, wards, and towns; regulations on policies to support community digital transformation teams or regulations on some spending levels for activities of selecting and honoring the title of outstanding intellectuals of Ha Tinh province...

This session will also spend nearly 2 days to conduct group discussions; question and answer sessions; and vote of confidence for those holding positions elected by the People's Council. These are extremely important contents that voters are interested in. Therefore, the preparation work is being carried out by the Provincial People's Council in a thorough, methodical, and thoughtful manner, so that the session can take place successfully, making correct and appropriate decisions and resolving the expectations of voters and the people.

Reporter: As you have just discussed, at this session, the Provincial People's Council will conduct a vote of confidence for the person holding the position elected by the Provincial People's Council. So, to prepare well for this content, what steps has the Provincial People's Council taken?

Vice Chairman of the Provincial People's Council Tran Van Ky: First of all, it is necessary to affirm that the vote of confidence is a very important activity of the People's Council, which is of special interest to voters. Through the vote of confidence, the People's Council exercises the right to supervise and evaluate the level of confidence in the person holding the position elected or approved by the People's Council.

On the basis of concretizing Regulation No. 96-QD/TW of the Politburo on taking a vote of confidence for leadership and management positions in the political system and Resolution No. 96/2023/QH15 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils, the Provincial People's Council has issued a plan to organize a vote of confidence for people holding positions elected by the People's Councils.

After reviewing the specific positions and criteria, it is expected that 29 people will be put up for a vote of confidence at the meeting, including: Chairman of the People's Council, Vice Chairman of the People's Council, Heads of the Provincial People's Council's Committees; Chairman of the People's Committee, Vice Chairman of the People's Committee, Member of the Provincial People's Committee. According to the provisions of Resolution No. 96/2023/QH15, those who have announced their pending retirement and positions elected and approved in 2023 are not subject to a vote of confidence, therefore, there will be no vote of confidence for Mr. Nguyen Quoc Ha - member of the Provincial People's Committee, Director of the Department of Construction.

Up to now, the reports and documents of the people who have been voted on have been sent to the Standing Committee of the Provincial People's Council as requested. Other relevant information has also been sent to each delegation and People's Council delegate for review and discussion. Through initial research and assessment, it has been shown that information on the work process and performance of duties of the people who have been voted on has been provided quite fully and comprehensively. This is an important basis for the Provincial People's Council delegates to objectively and impartially evaluate each position elected by the Provincial People's Council.

In addition, one of the highlights of this vote of confidence is to use the results of the confidence assessment as a basis for carrying out personnel work. Accordingly, in addition to assessing the prestige and performance of the tasks and assigned powers of the person being voted on, the results of the vote are also an important basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres.

It can be said that the preparation for the vote of confidence has been carefully prepared, responsibly, in accordance with procedures and regulations. Hopefully, through the vote of confidence, it will contribute to creating motivation and leverage to continue improving the quality, effectiveness and efficiency of the State apparatus. Officials who are voted for will also look back at themselves to continue to practice and strive. From there, it will create a spillover effect, promoting the improvement of quality and efficiency in serving the people.

Vice Chairman of the Provincial People's Council Tran Van Ky: Questioning and answering questions is an extremely important content, which is of great interest to voters. At the meeting, the expected time for questioning activities is 1.5 days.

For the first time in this term, the questioning was not conducted in groups of issues with a number of departments and branches, but was conducted with all members of the People's Committee and heads of relevant branches on the implementation of the contents that have been answered since the beginning of the term and newly arising issues; in which, focusing on difficult, complicated issues that are relevant to real life and of interest to voters and the people.

At the meeting, the expected time for questioning is 1.5 days.

Before conducting the questioning, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee and the Provincial People's Court to review and report on the results of the implementation of the questioning contents since the beginning of the term and send them to the committees and delegates of the Provincial People's Council for the delegates to consider and propose the questioning contents. Accordingly, outstanding issues in all areas are expected to be questioned at the meeting.

Thereby, creating favorable conditions for questioning and answering questions to ensure focus, key points and coverage of supervision areas. This requires industry commanders to have a firm grasp of their fields, to handle, explain and clarify issues raised by delegates.
