The Ministry of Agriculture and Rural Development has just issued Official Dispatch No. 8235/BNN-DD on approval to grant a construction permit to expand and upgrade the dike surface from K33+600-K34+150 of the Duong dike, Tien Du district, Bac Ninh province, invested by Hap Linh Construction Company Limited.

In an official dispatch sent to the People's Committee of Bac Ninh province, the Ministry of Agriculture and Rural Development informed that it had received document No. 4073/UBND-NN dated October 23, 2024 of the People's Committee of Bac Ninh province regarding the request for approval to grant a construction permit to expand and upgrade the dike surface from K33+600-K34+150 of the Duong left dike, Tien Du district, along with document No. 1944/SNN-CCTL dated October 21, 2024 of the Department of Agriculture and Rural Development of Bac Ninh province and design documents.

After consideration, the Ministry of Agriculture and Rural Development agreed with the proposal of the People's Committee of Bac Ninh province on the construction of the expansion and upgrading of the dike surface from K33+600-K34+150 of the Duong left dike, Tien Du district, Bac Ninh province with the construction time starting from the date of the licensing decision and completed before April 30, 2025.

Regarding the scale and structure of the project: Fill the dike surface towards the river with compacted soil, the width of the dike surface B=12.5m; reinforce the dike surface with 2 layers of asphalt concrete 11m wide, the bottom includes 2 layers of crushed stone aggregate foundation and compacted soil layer K≥0.98; each side is 0.75m wide; the coefficient of the river side embankment m=2, plant grass to protect the embankment.

At the same time, build a ramp up to the river at K34+150 of the Duong left dike, reinforce the ramp surface with asphalt concrete (reinforcement structure similar to the dike surface reinforcement structure).

The Ministry of Agriculture and Rural Development requests to adjust and extend the transition range between the expanded dike section and the existing dike section downstream to ensure traffic convenience and safety; Check and review topographic survey documents to ensure consistency with reality and the national elevation and coordinate system (According to the design documents, the average current dike surface elevation is about +11.1m, however, according to the province's dike status assessment report in 2024, the current dike surface elevation is about +11.45m).

Adjust the allowable load sign for motor vehicles traveling on the dike from axle load to total load, ensuring compliance with the provisions of Circular No. 54/2013/TT-BNNPTNT dated December 17, 2024 of the Ministry of Agriculture and Rural Development, in which it is noted to determine the total load of vehicles allowed to travel on the dike appropriately for management organization, ensuring safety for the dike route and facilitating management work, avoiding violations.

The Ministry of Agriculture and Rural Development also requires the specific determination of a suitable dumping site, and absolutely no pouring of concrete on the old dike surface after removal within the dike protection area and on the riverbank. After completing the project, materials and waste from the construction area must be cleared to ensure environmental sanitation.

Along with that, there are appropriate traffic organization measures, signs and signal lights to ensure traffic safety on the dike during construction; organize the management of the dike and riverbank in the area to ensure compliance with the law on dikes, not allowing violations to occur during construction and exploitation.

Before construction, the Bac Ninh Irrigation Department must be notified to arrange a specialized force to manage dikes to supervise the construction process according to the provisions of Clause 4, Article 38 of the Law on Dikes. "The Department of Agriculture and Rural Development and the Bac Ninh Irrigation Department shall be responsible for directing, inspecting and supervising the implementation of the agreement; recommending the Provincial People's Committee to revoke the licensing decision if there is any violation of the law on dikes during the construction process" - the Ministry of Agriculture and Rural Development stated.

As reported by Dan Viet, the Chairman of the People's Committee of Bac Ninh province has agreed in principle that Hap Linh Construction Company Limited will be allowed to invest with the enterprise's own capital to implement the project: Expanding the dike surface from K33+600÷K34+150 of the left dike of Tan Chi commune, Tien Du district, Bac Ninh province.

This enterprise will invest in expanding the 550m long, 6m wide left-hand dike section of the Duong River to 12.5m in order to serve the enterprise's material transportation needs, people's traffic, and the work of inspecting and protecting the dike against floods and storms in the context of limited state budget.

"The fact that enterprises self-fund the upgrade of the dike section from K33+600÷K34+150 (combined with provincial road 279) to serve the needs of transporting materials of enterprises, traffic and socio-economic development of people in the area and the work of inspecting dike protection to prevent floods and storms in the context of limited state budget is necessary and appropriate according to the provisions of law" - Bac Ninh Provincial People's Committee affirmed in a document sent to the Ministry of Agriculture and Rural Development on June 6, 2024.
