The report on the results of leadership, direction and organization of the implementation of Conclusion No. 21-KL/TW, dated October 25, 2021 of the 13th Party Central Committee in conjunction with the leadership and direction of the implementation of Directive No. 26, dated November 9, 2018 of the Politburo on strengthening the Party's leadership over law enforcement agencies in the investigation and handling of complicated cases and incidents of public concern of the Provincial Party Committee clearly stated: With 14 affiliated Party Committees, 622 grassroots Party organizations, 2,748 Party cells directly under the grassroots Party Committees, over 45,500 Party members, in the past time, under the leadership of the Standing Committee, the Standing Committee of the Provincial Party Committee , Party committees and Party organizations at all levels in the entire Provincial Party Committee have always been deeply aware of the importance of implementing the Party's directives and resolutions, including Conclusion No. 21 on Party building and rectification work and the Party system. politics; resolutely prevent, repel, and strictly handle cadres and party members who have degraded in political ideology, morality, and lifestyle, and who show signs of "self-evolution" and "self-transformation"; strictly implement the Party's regulations on setting an example, and regulations on what party members are not allowed to do. In the process of organizing and implementing, heads of Party committees, heads of agencies and units have promoted their pioneering and exemplary role in implementing Party regulations and State laws; strengthened inspection, supervision, and taken responsibility before competent authorities in the management, evaluation, and use of cadres and party members at their agencies and units.

Regarding the work of preventing and combating corruption, waste and negativity, the Standing Committee of the Provincial Party Committee leads and directs the timely handling of cases and incidents under its monitoring and direction. Providing opinions to law enforcement agencies must be strictly and comprehensively ensured in accordance with the provisions of the law and the Party's regulations; creating conditions for law enforcement agencies to conduct investigations and handle crimes, ensuring the principle that all citizens are equal before the law, all violations of the law must be detected and handled promptly, accurately and strictly in accordance with the regulations...

The inspection delegation under Decision 894 of the Central Party Secretariat highly appreciated the leadership and direction of the Standing Committee of the Dien Bien Provincial Party Committee in thoroughly grasping and implementing Conclusion No. 21 and Directive No. 26. It emphasized the sense of responsibility and setting an example of each cadre and party member in self-studying and learning the Party's guidelines and policies and the State 's laws . Along with that, under the leadership of the Standing Committee of Dien Bien Provincial Party Committee, Party committees and organizations at all levels have had many new and creative ways to improve the quality and effectiveness of the implementation of Conclusion No. 21 and Directive 26... Regarding some proposals and recommendations of Dien Bien Provincial Party Committee , such as: Consider allowing Dien Bien province to reduce the rate of streamlining the payroll, or not assigning the payroll of Party and State agencies for the province to self-regulate in the locality because the number of payrolls of the province assigned by the Central Government until 2026 is very low, making it difficult to perform professional tasks; promptly institutionalize and unify the Party's policies and State laws in related fields to facilitate implementation... The inspection team will synthesize to report to the Politburo and the Secretariat for consideration and comments.
