Inspection delegation of the Central Steering Committee of the Movement for National Solidarity in Building a Cultural Work Life in Ninh Binh

The Central Steering Committee delegation was led by Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism. Members of the delegation included leaders of the Vietnam General Confederation of Labor; representatives of several Departments and Offices of the Ministry of Culture, Sports and Tourism.

Receiving and working with the delegation were comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Movement Steering Committee; members of the Provincial Movement Steering Committee; leaders of a number of relevant departments and branches.

The report of the representative of the Provincial Department of Culture and Sports at the working session stated: After the Prime Minister issued Decision No. 2214/QD-TTg dated December 28, 2021 approving the Program to implement the Movement for the period 2021-2026, the Provincial Movement Steering Committee issued the Program to implement the Movement for the period 2021-2026 in the province.

The Provincial Steering Committee also develops annual plans and directive documents for implementation. The District and grassroots Movement Steering Committees specify the provincial programs and plans and direct their synchronous implementation in the locality.

Member sectors of the Provincial Movement Steering Committee, according to their functions, tasks and tasks assigned by the Provincial Steering Committee, have proactively issued plans and documents to implement and integrate the contents of the Movement into the implementation of tasks of sectors, agencies and units. Many sectors have signed and implemented programs and plans to coordinate the implementation of specialized work contents, thereby contributing to the effective implementation of the common tasks of the Movement.

Cultural and social activities have received attention and achieved many results, social security has been ensured, and people's lives have been improved. Many major cultural events of the province and the Central Government held in Ninh Binh have been successfully organized, contributing to the introduction and promotion of the land and people of Ninh Binh.

The system of cultural and sports institutions from the province to the grassroots level has been consolidated and enhanced; the quality and efficiency of operations have been improved. Up to now, the whole province has 142/143 communes, wards and towns with Cultural Houses, reaching 99.30%; 1,609/1,679, reaching 95.83% of residential areas have Cultural Houses attached to sports grounds, meeting the needs of organizing political activities, organizing cultural, artistic, sports and entertainment activities of the people. The whole province currently has 02 provincial-level clubs, 181 district-level clubs and 837 mass art groups, teams and groups, 670 grassroots sports clubs.

The work of building cultural life at the grassroots level has made much progress. The rate of families recognized as cultural families accounts for 92%; cultural residential areas reach over 97%; over 78% of agencies, units and enterprises are recognized as cultural titles. Currently, the number of people participating in regular physical training and sports reaches 34%; the number of sports families reaches 28.8%. The work of preserving and promoting the value of cultural heritage is always of interest...

Thereby contributing to creating a healthy cultural environment, helping each citizen have the conditions to improve their spiritual and cultural life, improve the quality of life, bring about a living space rich in cultural values, civilization, and progress in residential areas from urban to rural areas...

Representatives of the Department of Culture and Sports also raised some difficulties in the implementation of the Movement.

Specifically: The direction and guidance of the Movement implementation in some localities is not really thorough; the coordination mechanism between the Steering Committee member agencies is not tight and proactive in some places. The grasping, urging, checking and supervising the implementation of the Movement's contents is sometimes and in some places not timely. There are not many good solutions, initiatives and models in the process of deploying and implementing the Movement.

Along with that, the organization of registration, inspection, evaluation, review, and recognition of cultural titles is sometimes and in some places still a formality, and the quality of the titles is not sustainable. The operating budget for the Movement, the commendation and reward of individuals and groups with outstanding achievements is still limited...

At the working session, members of the Inspection Delegation of the Central Steering Committee and comrades of the Provincial Movement Steering Committee, representatives of a number of relevant departments and branches of the province contributed, exchanged, discussed, and expressed opinions, focusing on a number of issues: On building culture among workers, the role of Trade Unions at all levels; the completion of rural cultural and sports institutions, promoting traditional cultural beauty of regions; the consideration of conferring the titles of folk artists and artisans to individuals in the preservation of cultural heritages; the necessity of organizing training courses to improve the qualifications of cadres working in culture, tourism, services, etc.

In particular, many delegates agreed that it is necessary to more closely link the activities of the Movement with economic development, preservation and promotion of heritage and cultural values, and tourism development. Especially when Ninh Binh has many historical and cultural relics, many tourist attractions, and scenic spots, it is necessary to have policies, natural conditions, and training and development of people to develop civilized and friendly tourism; the preservation and promotion of cultural heritage values ​​such as Xam singing, Cheo singing, Mo Muong singing, etc., creating a cultural picture of the ancient capital Hoa Lu developing, imbued with identity, civilization, modernity, and sustainable development...

Concluding the working session, comrade Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism, highly appreciated the results that Ninh Binh province has achieved in implementing the Movement in recent times, especially the direction and issuance of documents; the role and responsibility of the Movement Steering Committees at all levels from the province, district to commune; investment in building a system of cultural institutions at all levels; effective and quality coordination between levels, sectors, especially religions and ethnic groups in the area... Thereby, achieving encouraging results in the 5 activities of the Movement, affirming that culture is the spiritual and ideological foundation, soft power, the driving force and resource for the province to develop its socio-economy.

The Deputy Minister of Culture, Sports and Tourism also pointed out a number of key tasks in the coming time that Ninh Binh province needs to focus on implementing, such as continuing to implement Decision No. 2214/QD-TTg dated December 28, 2021 of the Prime Minister and Decision No. 318/QD-UBND dated April 4, 2022 of the Provincial People's Committee approving the Program to implement the Movement "All people unite to build a cultural life" until 2025, with a vision to 2030, associated with the movement to build new rural areas and civilized urban areas. Pay attention to perfecting and enhancing the role and responsibility of the Steering Committee. Promote the propaganda and dissemination of the Party and State's guidelines, policies and laws on the Movement.

Along with that, pay attention to improving the quality of cultural activities, linking the conservation of relics and heritage with tourism development. Pay attention to economic development, creating resources for cultural and social development. Do a good job of praising, rewarding, and replicating typical advanced examples in implementing the Movement.

In particular, Ninh Binh has had many good practices and creative models in implementing the Movement, which need to be maintained, developed and replicated in other localities. Strengthen inspection, supervision, monitoring, urging and coordination so that the Movement can go deeper and deeper, achieve practical results and spread widely among all classes of people...

Regarding the proposals and recommendations of the province, the Working Group recorded, received them to synthesize and report to the Central Government, relevant ministries and branches to have directions for removing and resolving them in the coming time.

On behalf of the provincial leaders and the Provincial Movement Steering Committee, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, received the opinions of the members of the Inspection Delegation of the Central Steering Committee. He affirmed that Ninh Binh province always pays attention to and allocates funds for cultural development, considering cultural development as a regular, continuous and persistent task. In particular, it focuses on building cultural families, happy families; cultural residential areas, agencies and enterprises; maintaining, preserving and developing heritage values ​​to develop tourism; continuing to develop craft villages, conferring titles on artisans, etc.

At the same time, request the sectors and localities to organize the implementation of the goals and tasks of the Movement. Assign the relevant departments and sectors, based on the opinions of the delegates and the conclusions of the Deputy Minister of Culture, Sports and Tourism at the working session, to study, develop and issue documents directing the Steering Committees to further complete the direction and implementation of the Movement in the province.
